ST8201-CS 881227December 27, 1988 TO: FROM: RE: Steve Goram, Director of Public Works Per Birdsall, Street Foreman~ Denton Tap Paving Attached are five subjects brought forward by L. H. Lacy Co. for the cities "Blessing". The first three are road closures for paving and the forth is the handling of traffic during paving operations, which will require the use of the existing southbound lane of Denton Tap. They plan to combine 1 & 2 of the Bethel School closure, timed to not extend beyond the time given (highlighted oranage - page 2). Combination of one & two should shorten the amount of closure time plus L. H. Lacy proposes to use an extra sack of cement in their concrete, which will yeild a higher early strength allowing traffic to be on it sooner. The closure of Bethel Rd. will be made similar to Bethel School and will be the last pavement placed in this phase. I have discussed this closure in detail for extra detour attention to prevent an extra mass of traffic on Bethel School Road. This would involve placing extra signs back at Coppell Rd.(s) to inform traffic of the closure and route them to Denton Tap via Sandy Lake Rd. or Southwestern Boulevard. The Braewood Rd. intersection is fairly cut and dry. The handling of traffic during their paving operations is appropriate and not included but planned is additional signage for both north and southbound traffic notifying motorists of this operation to allow traffic to seek alternate routes. Signage per MUTCD will be provided and the flagmen are trained through two different means. Also not mentioned but planned for is involvement with the media to provide information to the public. The last detour will be at the park which will require a temporary drive to be constructed which appears to be acceptable and will be finished before seasonal sports (Jan. 31, 1989). From the Dairy Queen to Sandy to complete and detours should that. Lake Rd. should take a total of 8 d~ys be removed totally within a week after PHB/bb SUBJECT: CLOSING B~THEL SCHOOL INTeRSECtION ,~ ~E'WO~LD ~LOSE BETHEL SCHOOL AT DENTON TAP AND NEA~ THE B~OOKS~TERSEO%ION. T~AFF [C WOULD BE ROUTED OUT TO DENTON TAP VIA BETHEL ROAD. THIS WOULD HAVE TO BE DONE TWICE TO ACCOMODATE CONSTRUCTION FOR THE FOLLOWING REASONS: THE FIRST CLOSURE WOULD BE FOR ONE DAY MINIMUM~ TWO DAYS MAXIMUM. THIS CLOSURE WOULD BE FOR THE PURPOSE OF STABILIZING THE SUBGRADE. AN ASHPALT SURFACE FOR TRAFFIC WOULD BE PLACED FOR TRAFFIC TO RUN ON, THEN BETHEL SCHOOl_ COULD BE OPENED BACK--UP. 2 ) THE SECOND CLOSURE WOULD BE FOR POUR D~YS MINIMUM~ SEVEN DAYS MAXIMUM. THi~; CLOSURE WOULD BE FOR THE PURPOSE OF PAVING THE MAINLANES~ AND THE F~OUR-BACK ON BETHEL S~HOOL ROAD. THIS WOULD ELIMINATE HAVINP~ TO REDUCE THE ~"F~AFFIC TO ONE DIRECTION~ MULTIPLE DETOURS, AND POSSIBLY THREE WEEKS OF' WORK,(NB ¥IME IN THE INTERSECTION. SUBJECT: CLOSING BETHEL ROAD INTERSECTION - WE WOULD CLOSE BETHEL ROAD JUST EAST OF THE CITY PARK~ ACCESS WILL NOT BE AFFECTED TO THIS AREA. WE WOULD ALSO CLBSE BETHEL ROAD AT DENTON TAP ROAD. TRAFFIC WOULD BE DETOURED VIA BETHEL SCHOOL. THIS WOULD HAVE TO BE DONE TWICE TO ACCOMODATE CONSTRUOT£ON FOR THE SAME REASONS GIVEN IN THE SUBJECT OF CLOSING BETHEL SCHOOL. SUBJECT: CLOSING iB~EWOOD ROAD INTERSECTION - WE WOULD CLOSE BRAEWOOD TO THRU TRAFFIC · GLENWOOD~ AND TO TRAFFIC AT DENTON TAP ROAD. TRAFFIC WOULD BE ROOTED TO DENTON 'rAP VIA VANBEBBER OR SANDY LAKE. ]'HIS WOULD H~VE 7'0 BE DONE ONCE TO ACCOMODATE CONSTRUCTION. 1) THE CLOSURE WOULD BE FOR THE PURPOSE OF STABILIZING THE SUBGRADE. MINIMUM LENGTH OF- CLOSURE WOULD BE ONE DAY.. TWO DAY MAXIMUM. SUB,ECl': THE REROUTING TRAFFIC INTO THE OITY PARK NORTH.~F COTTONWOOD CREEK. WE PROPOSE BUILDING. A TEMPORARY ROAD INTO THE PARK JUST NORTH OF WHERE THE NEW CONCRETE PAVING WILL STOP (APPROXIMATELY 50' NORTH OF THE EXISTING CI.TY PARK ENTRANCE. ,SEE ATTACHED DRAWING FOR DETAILS. THIS WOULD BE DONE TO ACCOMODATE COMPLE¥ING THE ACCESS TO THE PARK IN TWO PHASES. THIS DISTURBED AREA WILL OF C~URSE B~ RESTORED TO IT'S ORIGINAL CONDITION. SUBJECT: THE HANDLING OF TRAFFIC WHILE WE ARE PAVINg. IT WILL BE NECESSARY TO ROUTE ~RAFFIC BY FLA6MEN CONTROL AROUND OUR CONCRETE TRUOKS~ AND BELT PLACER. THIS WILL NOT BE NECCESSARY ALL THE TIME~ BUT MOST OF THE TIME. .BY THE CONTRACT WE ARE RESTRICTED TO WORKING BETWEEN THE HOURS OF 8:50 AM AND 4:50 PM WHEN WE ARE ON THE STREET. THE AREAS WE WILL BE WORKING PAVING PROM THE EXISTING STREET ARE OUTLINED ON THE ATTACHED PAVING PLAN. It is..understood that we will leave the appropriate block outs for the commercial establishments on the east side of the road. 'Once across Sandy Lake Road we will again pave on the west'side of the existing road until we reamh the north end of the pMoject. We will again require the same procedures as'employed south o~ Sandy Lake, for example. the appropriate block outs, flagmen, and the use of the lime treated material for ~he block outs. I trust, this plan to have addressed the major concerns raised abeut phase one paving. Should you require additional detail or wish to discuss the finer points this plan please ~eel free to call.
