City Limits to Dallas City Limit) Utility Relocation Conference 'The purpose of this memo is to document discussions that occurred during the Utility Relocation Conference held January 23, 1996 at this office and to record my thoughts and comments resulting from the-conference. City of Irving Proposed Water Transmission Line Joe Carter of Shimek, Jacobs and Finklea spoke for the city of Irving as they had no representatives present. The City of Irving has an adjacent water line project on Sandy'Lake Road which is being advertised soon. Bids are expected to open February 9~ 1996 with an award probably February 23, 199'6. Scope includes building pipeline up to the project limits of the County 9roject. Irving project has 2 sections, one o~'which crosses Sandy Lake Road at Denton Creek. Irving has an easement on Sandy Lake Road which is not shown on our plans. Gojer needs to show this easement on our plans. Irving to remove 100' of fence to 30' north of existing TU access drive. If anything needs to be done on the TUE driveway, it will be a remove and replace item on Irving's Contract. TU Electric Company No representatives attended the conference. Known-relocations include a transmission line on the west side of the Elm Fork of the Trinity River and distribution line on t~e east side of the Elm Fork. Had representatives attended the conference, several other issues would have been discussed such as the water line to TU's station and the status of obtaining right of way from the TU property. Mae Beth Whaley describes one pier of proposed bridge in conflict with steel encased system. GTE desires to leave system in place. Irv Griffin indicated that they could put their request in writing, but DaliaS County would not favor anything that would delay the start of construction. GTE indicated that due to the nature of the system, alternatives to leaving in place may delay bridge construction start up. Question as to manholes east and north of the river. Duct bank of 21 pipes. GTE has not studied mounting facilities on bridge. Will have to build'temporary structures to link Carrollton and Coppell to maintain operation. Underground will only need to relocate where the pier in question is. It was also discussed that the area .of the swale excavation would need to be relocated as indicated on sheet 13 P4. Replacement will be needed in that area. GTE reported 45 days to design and 60-90 days to construct. This discussion came as a shock to me because I had previously thought that GTE lines could be handled by an attachment to the bridge. Since they had initially asked for 3 sets of 4" conduits, I believed the relocations to be less significant then they apparently will be. After adjourning the main meeting I met with GTE representatives to discuss several other topics. First, I strongly encouraged them to uncover and locate their lines. Secondly, they asked if the County would stake the bridge substructure components that they might be in conflict with. I answered NO to this request. Since the survey centerline is in the field, GTE must hire their own surveyor to do this. Also during this "after meeting" meeting Lloyd James was asked to send GTE an entire set of bridge substructure plans. It is noted that GTE reports no overhead facilities. Lone Star Gas Company No representative from Lone Star attended the conference. However, prior to, the meeting I received a report from Howard Lewis of Lone Star that there is no existing or proposed gas lines on this project. Dallas Water Utilities, existing 60" line A1 Battard of DWU reported an 8%' horizontal clearance along the proposed bridge. No relocations needed. Memo to File, Sandy Lake Road 91-838 January 24, 1996 Page Three Dallas Water Utilities~ Water LeVel/Flow Metering Ron Deloach emphasized that the DWU facilities on the USGS gauging station would need to stay-on line until the new one is built. They have instruments on the fence and conduit to the USGS box, metered sonic transmitter head and pipe to measure the water level. USGS wants to move their station themselves. As requested in a previous letter by Dallas County, DWU will need to provide Dallas County with technical specifications and plans for any work they desire to be included in the Dallas County Project. Richard Barina indicated they would. It was emphasized that DWU would provide their own inspection of such related work. City of Carrollton Water and/or Sewer. ~ Kimley-Horn has a design contract for water line in Carrollton. House at the northeast corner not affected by their construction. Question was raised as to 2" tap servicing park which is in the agreement but not shown on the plans. Tim Tumulty believed that water to the park was from lateral off the east property line. City of Coppe11 Ken Griffin left a message for me just prior to the meeting that he was unable to attend. I do not know the extent if any of any city owned utilities. Paragon. Cable I have a doubt as to Paragon having facilities on the project. However, GTE attendees at the meeting indicated that Paragon may be on poles along the south right of way west of the bridge. I believe Harrington has an antennae on there building. However, I will check this further in the field and also with TU Electric.
