I spoke with Randy Fleming this morning and he informed me that th~s problem
has been taken care of. He talked to his contractor, "verbally" explaining the
shut down procedure as required by the City of Coppell.
Randy has also made a fo~n for water isolation (shut down) request. This will
insure that the contractor goes through the correct channels for requesting
a water shut down.
Attached you will find a copy of Randy's handwritten memorandem along with the
Water Isolation Request Form.

It has been brought to my attention that the water line contractor on
this project has been cutting services off and turning main line valves.
This is against the City's policy as I am sure you are aware. We have
discussed the procedure for shutting down main lines as well as service
connections and you were informed that the contractor "is not" to turn
any valves.
When work in the project requires a service to be moved or a main line
to be shut down, I expect to be notified 24 hours prior to the time
that the operation needs to take affect. Therefore allowing myself
enough time to notify customers affected as well as other City
Departments. ..
Additionally, I would like to have a letter from you stating that this
will not happen again and that this procedure will be spelled out to
the contractor in a way that it is not misunderstood.
