~dy Lake Road m conjunction with the Sandy Lake Road improvements
The utility relocations along Sandy Lake Road are rapidly coming to a point where the paving
operation will begin sometime later this summer. One area where the utility relocations have been
very difficult is the Moore/Sandy Lake intersection. There have been several daily closures at that
intersection to allow for minor relocations of utilities. However, there are several major utility
relocations to take place in the very near future. These will necessitate a closure longer than l-day.
Specifically, a sanitary sewer manhole h~ to be removed, the existing storm draln~ge manhole has
to be demolished and rebuilt further north, and 2 drainage laterals to connect to the relocated storm
drain manhole have to be constructed. Because of the depth of these relocations and the need to
exercise greater caution worldng around the 16" gas line and other improvements in the general
vicinity, it is recommended that the contractor be allowed to close off the north section of Moore
Road during these relocations. Taking into account the various item~ to be performed, it is
estimated that the north section of Moore Road at Sandy Lake would need to be closed three weeks
to accomplish the relocations.
At our monthly Sandy Lake Road meeting, various timetables were discussed. Because of
impending vacation time for the job superintendent and the July 4' holiday it was determined that
the optimum time to close north Moore Road would be July 6~ through July 27~. This will afford
the contractor three weeks to accomplish the necessary work in the intersection.
With Council concurrence, appropriate notification will be provided via the Sandy Lake Road
newsletter, WebPage, Channel 19, and direct contact with the day care centers both north and south
of the Moore Road intersection, the retail center at the Moore Road intersection, and the two
apartment complexes on Moore Road north of Sandy Lake Road. We have also requested that the
contractor provide a changeable message sign to be placed the week of June 28* to alert motorists of
the road closure. In the event that their company changeable message sign is not available, we have
requested that a sign slmilnr to the one utility! when Heartz Road was closed be provided. While
the temporary closure of Moore Road at Sandy Lake will be an inconvenience to the traveling
public, it will allow a more expedient construction of the utility relocations in the area and provide a
safer work environment for the contractor and the traveling public.
Staff will be available to discuss this issue at the Council meeting.
