Intersection Improvements
Dear Mr. Nelson:
Our office and City staff visited the construction site on
the above referenced project on January 15, 1986, and
observed haul trucks making U-turns on Denton Tap Road
without so much as even using warning flashers or turning
signals.
With the volume of traffic on this particular roadway, we
must emphasize the immediate need for your exercising all
available means for providing safety to the public and your
employees during this construction. Conformance to the
Manual on Uniform Traffic Control Devices and the Contract
Documents and Specifications shall be adhered to.
Per the Contract Specifications, Section 00650, 1.4B, page 2 -
paragraph 3.09 - Protection Aaainst Accident to Employees and
the Public (Modified): "The Contractor shall provide and
maintain flagmen at all points where his operations interfere
in any manner with traffic flow." Please implement these
measures immediately.
Additionally, the City of Coppell has informed us that they
have no objections to reducing the speed on Denton Tap Road
to 30 mph through the construction zone, as long as all
federal, state, and municipal laws and ordinances are
complied with. The reduced speed limit signs and their
locations shall conform to the "Manual of Uniform Traffic
Control Devices."
Regarding an earlier question you had, if the flagmen you
provide do not have an impact on improving safety conditions,
contact Sergeant Mark Leonard, Coppell Police Department
(462-1580) regarding contracting off-duty officers.
