Dear Mayor Duggan:
At the April 23, 1985 City Council meeting, our firm was asked
to examine the possibility of closing the above referenced inter-
section during construction in order to expedite completion and
save on construction costs. Enclosed please find letters from
Mr. J. W. Bryan of Dallas County and Jack Ratche11, P.E., of
Barton-Aschman Associates, our traffic consultants.
In view of the reco~ndations of both letters we cannot advise
closing the intersection for construction. In addition to the
above objections, we would like to advise that the additional
truck traffic on Coppe11~s streets due to such a closing might
seriously undermine existing pavement. In addition to the
maintenance costs involved, such an action could also give
sufficient cause for voiding the one-year warranty period on
recently completed streets.
In the course of designing this project, our firm has attempted
to plan for safely and efficiently moving traffic through the
intersection during construction. Our drawings provide for a
three-stage construction phase which is designed to keep two
lanes of traffic open at all times, with a minimum of interrup-
tion to construction operations, we would be glad to review our
proposed sequence with you.
In sumry, we strongly advise against closing the intersection
as long as traffic can safely pass through the construction area.
We, therefore, wish to proceed with the project as planned.

Dear Mr. Ginn:
Reference our discussion with regard to the sequencing of construc-
tion and detouring of traffic at the captioned intersection.
Where suitable detours are not available, it has been our experience
that at major intersections such as this a sequence of construction
to construct the intersection in phases, with traffic detoured
through the intersectio~ is possible. While the construction in
this' manner does require longer construction time due to the detour-
ing of traffic, curing time, etc., we find this is necessary where
no convenient detour roads are available. Closure of this inter-
section would require traffic to detour west to Coppell Road. It
would appear that this would inconvenience a significant amount of
traffic.
We would be pleased to review the proposed sequence and detour ar-
rangement and to provide you with our coaments and suggestions
should you so desire.

B~: Potential closing of Denton Tap/Sandy Lake intersectio~
Dear Wayne:
I have reviewed the potential for closing of the Denton Tap/Sandy Lake
intersection in Coppell for approximately three months to expedite
reconstruction of the intersection. This review consisted of identifying
and observing in the field potential detx;ur routes for Denton Tap and Sandy
Lake traffic.
It appears that the oaly potential detour route for Denton Tap traffic
is along Bethel School ~oad to Moore Road to Parkway Boulevard. At the
present time, these potential detour streets are two lanes wide with the
em3eptio~ of Parkway B~levard which is being wi~ened to f~ur-lanes divi~.
Also, Moore Boad will be wide~ed in the ~ear future, although it will only
be two lanes divided.
Coaosrni~g dev~talo~g the potentialdetour route, Bethel School
~ has houses that face and side onto it; Moore ~oad has houses and
apartments that side onto it; and, Parkway Boulevard is presently being
developed with~houses facing onto it.
Denton Tap/Belt Line Road is a major north/south route that
interchanges with I~JFreeway and SH 121. It not only serves as a major
route in Cu~%~ll, but also is a~ajor route throu~hIrvi~ga~dserves a high
volume of tripe to/fr~ the Te~as Instruments facility onSH 121 at Denton
Tap. In the vicinity of Sandy Lake, Denton Tap has a traffic volume of
approximately 8,000 vehiclesperday with a la~gen~beroftrucks.
Due to the fact that the potential detour route (Bethel School-Moore-
Parkway) has occupied homes along a go(x] portion of the route and the
roadway sections aloag Bethel School ar~ Moore are narrow, it is my opinion
that a detour route should not be established during construction of the
Denton Tap/Sandy Lake intersection. The projected volume of traffic that
would use this route would have an adverse impact on the homes that abut
Bethel School and Moore Boads.

Since t~ere are ~ot any additional potential by-pass routes around the
Denton Tap/Sandy Lake road intersection, it is our recommendation that it
not be closed during oonstruction. '

Discussed coordination of County and Contractor efforts.
Contractor will provide roadway excavation and subgrade for
flex base and asphalt pavement at transitions to concrete
pavement. County requires one week notice, minimum, to plan
paving operations. Mike Sharp is foreman for County. Coor-
dination between County and Contractor to be handled by Ginn,
Inc. After discussion of traffic handling, Mr. Morgan left.
Utility relocation: Contractor reminded of responsibility
to arrange for relocation of utilities and to verify clear-
z/Ices between proposed storm drain and existing utilities.
Relocation of TP&L overhead lines necessary before completion
of paving. Storm sewer and some paving can proceed prior to
above relocation. Midwest Bridge will stake R/W prior to
pole location. It was agreed that utility relocation should
not restrict a notice to proceed in approximately two weeks.
Coordination with gas and telephone companies will be a major
concern for project completion. All utilities have received
a set of project drawings. Verbal notice was given to
Mr. Fabian for moving power poles. A one-month time frame
was agreed to.
Right-of-ways Individual owners have verbally agreed to
right-of-way as shown on drawings and should be executing
dedications soon. ! will confirm if a right-of-entry is
possible during construction operations. (Mr. Fabian left.)
The Contractor was asked to provide a list of suppliers, sub-
contractors, superintendents, and emergency numbers.

The following contract provisions were reviewed=
a. Contract time, 150 calendar days. $250/day liquidated
damages.
b. All construction administration by Ginn, Inc.
c. Prior to beginning project: must have bonds, insurance,
subcontractor list, emergency numbers, construction
schedule. (Bonds were delivered by Mr. Estep.)
d. Shop drawings required for 16~ inlet and junction box.
e. Procedures for pay requests.
6. Horizontal and vertical control points were reviewed.
7. TSD 1982 standards are referenced specification book for
project.
City will pay testing concrete and compaction. Contractor
will pay for re-testing. Terra-Mar will be probable choice
for testing lab.
Reviewed barricades and traffic handling. It was mentioned
that a revision to traffic handling procedure (i.e., closing
the intersection) is being studied. It was agreed that cur-
rent plans are to proceed in accordance with-project drawings
(Rev. 1).
10. Six sets of drawings reflecting CCO #1 have been received by
Nidwest Bridge. Nodified specification books reflecting
deleted items of work will be sent to Nidwest Bridge.
11.
Mr. Fleming requested that culvert transition lengths be
furnished by the manufacturer at changes in pipe size.
Apparently this is no problem.
12. Some questions exist over City policy toward open cuts on City
streets, particularly Sandy Lake Road. I will investigate.
13. Some miscellaneous construction details were discussed.
