Four Seasons 1-CS 900905The City With A Beautiful Future P,O, Box 478 Coppell, Texas 75019 214-462-0022 September 5, 1990 Mr. Tom cook Bradford Companies 2777 Stemmons Freeway Dallas, Texas 75207 RE: Four Seasons site 13 Acre Tract, Royal Lane at Thweatt Road, Coppell, Texas Dear Mr. Cook: Based on a review of preliminary development plans for the above referenced project, the city Staff has determined the following conditions must be met as a part of the development of the sit~. 1. ~he owner accepts th~ responsibility of maintenance of the ~ntire width of the channel up to the pavement edge (BQ~ ~) a%ong the Thweatt Road frontage. The ~r s ~r~sp~ty regarding maintenance of ~he channel wou~d include: mowing; clearing debris; removing Silt; repairing eroded areas; and providing erosion protection if necessary; 2. The owner provides erosion protection of the channel. This could take the form of either permanent or temporary protection, depending on the amount of velocity and flow increase. The channel will have landscaping and irrigation consistent with the streetscape guideline and zoning setback regulations; 3. The owner agrees to convey a lien on the property to th~ city as security for eventual financial participation on road improvements to abutting roadway, presently called Thweatt; 4. The owner pays impact fees to provide funds for future utility capital improvement projects. If the fees were to be assessed today, based on a 8" fire protection and a 2" domestic water service, the fees would be approximately $10,306.00. Letter to Mr. Cook September 5, 1990 Page 2 In addition to the above, the preliminary plan submitted will have to be revised consistent with city codes and ordinances. Also, plat, inspection, connection and other fees will be assessed applicable to this tract. No escrow to provide funds for the improvement of the existing open channel will be requested or recommended at this time by the City Staff. The channel bottom is primarily on private property and the owner has agreed to maintain the area until such time Thweatt Road is designed and constructed to ultimate improvement and capacity.
