Dear'Mr. James:
Below you will find information, instructions and comments relative
to various topics for this Sandy Lake Road project:
1. Harrington and Farrow ROW Doouments~
As you know, Ken Griffin of the City of Coppell has had several
meetings with James Harrington recently. Ken reports that the
City's attempts to negotiate reasonable compensation to Mr.
Harrington have not been successful. Ken Griffin indicates that
this right of way parcel will have to be acquired through the
Eminent Domain (E.D.) process.
By separate cover., you will find a copy of a sketch that Mr.
Griffin used in his discussions with Mr. Harrington. This sketch
indicates the basic roadway and driveway' features necessary to
determine the extent of the right of way taking from the
Harrington tract. You are asked to promptly complete the right
of way parcel plat and legal description and submit t° this
, office for forwarding to the City of Coppell. In that this will
be an E.D. case a simple "Letter of Permission" for the driveway
construction will not suffice. Therefore, your plats .and field
notes must also indicate meets and bounds for a temporarY
easement for the driveway.construction outside of the normal
right of way.
Reference is made to the Farrow property, adjacent and west of
the Harrington tract. As you know, Ken Griffin had deferred
initial contact with the owner pending the outcome of his
negotiations with Mr. Harrington. Initially a proposal had been
made for an access road for Harrington across a portion of the
frontage of the Farrow property. This access road is no'longer
a consideration. Therefore,. you are also asked to promptly
complete the right of way parcel plat and legal description for
this parcel and submit to this office for forwarding to the City
of Coppell.

2. Line &Btorm Sewer:
Attached you will find a copy of a letter dated January 2, 1996
signed by David Howard, P.E.~, Project Manager for Sverdrup
Civil, Inc. In this letter, Mr. Howard documents the basis for
determining the.volume of water contributed to Line A from the
Sandy Lake project to the west.' Attached to this letter is a
sketch of the proposed storm sewer sizes, grades and hydraulic
data. You will note that the pipe sizes have been ~ncreased.
Please incorporate this information into the final plans for
your project.
3. Interim Plan Submittal:
As indicated to. you during our meeting of.JanuarY 4, 1996, our
review of your "Interim" submittal dated December 15, 1995 has
been underway. As you know we were unable to send plans to the
Cities'for review until we-received your Submittal of plans
dated January 8, 1996. Enclosed you will find markup plans and
attached you will find a document (2 pages) entitled "DALLAS
COUNTY CURSORY REVIEW OF FINAL PLANS", for incorporation into
the plans.
4. Agenay Coor~ination Conference~
This is to advise you that the next "sandy Lake Road Co-
Ordination Conference" is scheduled for 2:30- PM Thursday,
January 25, 1996 at the Dallas County Public Works Conference
Room. Your attendance and participation is desired-and will be
appreciated. . *

submittal of plans received on JanuarY 8, 1996. The following are
notes that are supplemental and in addition to the markups being
provided you this date.

1. Need horizontal control reference points shown on this sheet.

· . Check all typical sections versus' the paving plan sheets.
Please correct as appropriate.

1. Numerous changes in item descriptions and item numbers are
needed on this E. & Q. sheet. For your convenience many of the
notes are itemized on two 8.5" X 11" sheets which are included
in the rolled markups.

1. Determine if the inlets at ~tation 66+45 should be
repositioned to station 66+70.
SHEET 15
1. Need off-sets as well as stations for'the traffic islands.
General P&vinq Sheets
1. Paving'TC elevations do not check with the gradients indicated
on the plans. In fact, after the corrections between December
12, 1995 and January 8~ 1996, there are more discrepancies on
the most recent plans.

We had anticipated being able to c~eck quantities of the
bridge items on this review. Actually, the paving gradesmust
be corrected before we can check the bridge elevations prior
to checking the lengths and quantities of the .bridge
substructure items.
2. FlOw arrows are required on paving plans.
3. Driveway profiles for'eachdrive must be'provided.
4. Need more geometrics for traffic islands.
5. Provide stationing, size and TC elevations, for the inlets.
6. As indicated in previous'correspondence to you, the sidewalks
are to be extended to the park entrance.
General Dra&naqe Sheets
1. Need more information of Underground utilities. They must be
shown in profile for both paving and drainage plans.
2. More geometrics are needed for the contractor to stake out the
lines, i.e., offset and roadway paving station.
3. Must show complete hydraulic data in profile view, i. e., Q~,
Q~, Vl~, SHOL, for each and every trunk line and lateral.
X-SECTION8
1. Volumes must be provided on the cross secti°ns.
2. Your template for the paving indicates 8" concrete depth on
about one half of the project but approximately 4" deep on the
eastern half of the project. Please correct.
