AGENDA & NOTES
A. City_ of Cop_Dell Project 91-830:
1. Alignment:
a. Council did not consider the location from MacArthur to the bridge on
10/24/95, however, the remaining portions were approved.
b. County/Coppell/ Consultant representatives are meeting November 16,
1995 in an endeavor to establish schedule for alignment approval,
completion of preliminary plans and completion of ROW documents.
2. Right of Way Issues:
a. City of Coppell has now written to the County requesting that the County
consider acquiring right of way, at City cost. County will provide an
estimate when the preliminary ROW documents are available. Primary
concern is the bridge ROW, now. Dallas County Property Division has
commenced with TU Electric and the Farmers Branch ISD. The City is
working on acquisition of Harrington and Farrow properties.
b. Right of Way in Coppell for bridge project; listed in a subsequent
category of this agenda.
3. Drainage Issues: Has City of Coppell been provided
anything more recent than the submittal dated March 19947
No, Sverdmp has been on hold in regard to the preliminary
drainage area map until the alignment issues are resolved.
4. Horizontal Control: Has Abel been able to verify that the issue (field control)
has been resolved?
Able Saldana and David Howard agreed that there was no issue or that any issue
has been satisfactorily resolved. Written confirmation from Albert Halff &
Associates that the field control issue has been established and agreed to is
needed.
5. Preliminary Plan Submittal:
Are we ready to designate a submittal date for preliminary plans? No, depends
on 1,2,3 above.
6. Construction Estimate:
This information ($2.7 M paving and drainage, $342,000 Copper reimburseables)
was provided to Dallas County on 10-5-95, by David Howard (Sverdrup, Dallas).

B. City of Dallas. Bridge Pro_iect 91-838:
1. Coppell Right of Way Pareeis for bridge project:
a. Harrington Property: After City/County meeting with Mr. Harrington it
is apparent that there are more issues than the review of preliminaryplans
indicated. Ken Griffin is actively working with Mr. Harrington to resolve
or mitigate his access problems and business issues. However, ED process
is a possibility. At this time, are we able to predict a schedule for
acquisition? No, Ken Griffin was given CADD fries at the meeting for
the purpose of preparing documents for a meeting with the property
owner. However, Ken Griff'm will provide the best possible schedule
next month after coordlnotion meetings with the property owners to
Dallas County.
b. Dallas County Property Division: has begun preliminary work (for bridge
project only) prior to obtaining an Interlocal Agreement. Property
Division personnel need an Interlocal Agreement before going too far with
the process. The County received Ken Griffin's verbal permission to
begin preliminary contact with TU Electric and the Carrollton-Farmers
Branch School District. Ken Griffin will negotiate with the Harrington
and Farrow property owners, not the Dallas County Property Division.
Sid Homer to provide a damage estimate for the Harrington tract to Ken
Griffin. ROW research has uncovered information that Sandy Lake Road
was formerly designated as State Road #40 of the US Hwy 77 System
which is indicated on abstract maps as 60' ROW. Farrow tract refers to
a 25' ROW and the Harrington tract does not indicate any. Abel V.
Saldana is to check with TxDOT for a ROW strip map.
2. Carrollton Right of Way Parcels for bridge project:
a. Status/schedule for acquisition of the Nursery parcel; Jill Brim indicates
December 15, 1995 is a reasonable date for the City.
b. Status/schedule for acquisition of the Stiles parcel; Is December
15, 1995 a reasonable date? Jill M. Brim to contact Tim Tumulty
at City of Carrollton to get rough schedule.
3. Bridge Typical Section.
County provided the consultant by letter dated November 13, 1995, a sketch
showing the conceptual bridge typical section. (Copies distributed.) The most
significant change (from typical shown on preliminary plans) deletes the raised
sidewalk.
GTE had previously requested provisions be made for including their conduit in
the raised sidewalk. Irv will communicate to GTE that they need to request

another method to mount the conduit to the bridge.
4. Schematic for 66" Trunk Line:
County has reviewed schematic of proposed route sUbmitted by consultant for the
66" line from the Carrollton end of the project. Consultant has been advised to
design the storm sewer using this route. Plans are 90% complete. Need to make
decision on where to put the manhole(s). Lloyd James to propose location. Irv
Griffin will check.
5. Charles Gojer's Letter of October 25, 1995.
Many of the issues involve those presented in Ken Griffin's requests of October
10, 1995. County has now replied (November 13, 1995) to the letter.
Other than the issues involving the Harrington and the Farrow property, only
minor issues (from Ken Griffin's October 10, 1995 letter) remain?
6. Dallas Water Utilities Transmi.~qion Line
Does the construction or the schedule for construction of an additional 60" water
line impact this project in any way? This is an ongoing project and DWU is well
into the project. Ken Griffin has allocated funds and is ready to go to
condemnation to get necessary easements.
7. Next plan submittal:
Is December. 8, 1995 a good date for submittal of final plan check set? Lloyd
James was reluctant to answer this question. He mentioned the Harrington
resolution. Alberta Robinson requested that he submit everything else by
December 8, 1995. Lloyd James to submit storm sewer plans prior to December
8, 1995.
8. Construction Estimate:
An estimate of $4,024,540 has been provided by consultant. A cursory review of
the estimate by Dallas County yields a figure .of approximately $4,500,000. City
reimburseables, known at this time for pavement markings and conduit should not
exceed $70,000. Ken Griffin requested a breakout of the $70,000 figure.
Carrollton will need to be notified if any funding is to come from Carrollton.
9. Drainage from Coppell:
Sverdrup anticipates 30" outfall pipe. Gojer decided to oversize the pipe to 42"
as it was going to come in under the abutment. Since there needs to be 10'
clearance, it was decided to use two 24" pipes under the roadway. Will need to
decide where to put a manhole for connector to the double pipe outfall. Lloyd
James is to fax proposal to Irv Griffin. Ken Griffin pointed out that the drainage
of 25 acres has not been addressed, nor has the request from the property owner
on the south side, west of the bait shop.

C. City of Carrollton Park Improvement Project:
1. Park Improvements Plans:
a. Preliminary plans have now been provided and reviewed by Dallas
County. Does Carrollton or consultant have any follow up to Dallas
County's letter of October 20, 1995 letter to Tim Tumulty concerning the
County's review?
b. Does Charles Gojer and Associates, Inc. have any written comments?
Concerned about the drainage of the excavation. Except for construction
within Sandy Lake ROW, Schrickel Rollins work was not included in
Gojer's plans.
2. Drainage Swale:
a. Has Schfickel Rollins been able to study Halff Associates letter of
November 1, 1995 and willSchrickel Rollins be able to modify their
design of the swale to be more compatible to the already permitted swale
as requested in Halff's letter? Walter Skipwith of Albert Halff and
Associates presented an exihibit of the Park improvements contour sheet
which depicted the improvements as permitted in red. Halff desired to be
more accurate as to roadway design before proceeding with permitting
process. Confirmation is needed that the City has received the letter
from the County on swale issues in October. Solutions discussed were
to excavate more in the southern loop. Walter Skipwith stated that they
will have to show plan to Corps of Engineers(COE) which differs
significantly from the development permit. The park improvements have
a CDC permit from the COE and a conditional letter of map revision
(CLOMR) from FEMA. At the end of construction will have to submit
a revised CDC permit application and a letter of Map Revision (LOMR)
for approval. Irv Griffin asked if there was a significant difference in
storage capacity in the proposed solutions. Halff wants to make revisions
before plugging into a new hydraulic model. Schrickel Rollins is to meet
with the City of Carrollton to work out revised swale. Walter Sldpwith
was concerned to get the 404 permit to COE. He needs more accurate
information as to where the roadway will go, where the embankment is,
drainage issues concerning the Elm Fork, Denton Creek and any cuts and
fill due to impact on the wetlands and any mitigation thereof. Halff will
work with Kimley-Horn and Sverdrupto put together a revised model.
Going to use topo he has for permitting purposes. What is the possibility
of phasing the permitting process for each project to expedite the
approval process for the bridge section?

D. City of Carrollton Project 91-839:
1. Right of Way Acquisition;
Dallas County will provide estimate for acquisition of ROW when the
preliminary ROW documents are available, approximately March 1996.
2. Drainage information:
a. Has City of Carrollton been able to consider and respond to the drainage
issues contained in County letter dated November 3, 19957
There is a question as to drainage outfall toward m 3s and how many
structures from III 35 will pass under the roadway. Also, it was
discussed that work progressing on SH 190 will affect the storm water
under IH 35 to the west of the project.
b. Proposed schedule for submitting drainage design information:

4. Construction Estimate:
This information, $3.7 million for the paving and drainage project was provided
Dallas County on October 10, 1995 by Kimley Horn. Construction Estimate was
reduced from $4.7 million as Dallas County has more than enough dirt for all the
projects from other sources. Walter Skipwith indicated that there would be over
300,000 cubic yards excavated from the swale area. TxDot instructed Dallas
County to avoid any work at the IH 35 intersection.
E. Road and Bridge District #1 Topics:
1. Plan review of Park Improvements:
Does Mike Sharp have any additional comments (not contained in October 20,
1995 letter to Tim Tumulty) to the Park Improvement Plans? Mike Sharp stated
that he has received no feedback from Carrollton. He also needs the quantities
for the swale.
Additional comments by Alberta Blair-Robinson: Gojer to provide next submittal by
December 8, 1995. Carrollton to resolve issues and update Commissioner Jackson by the first
of December. Need to look at scheduling with a goal of final plan completion by the end of
December. Concentrate on the schedule and then determine what we need to do to meet the
schedule.
