Project Engineer DALLAS COUNTY PUBLIC WORKS 411 Elm Street Dallas, Texas 75202 RE: Sandy Lake Project 91- 838 (Coppell City Limits to Carrollton City limits) Dear Irv: We have carefully studied the letter from Mr. Allen Beene addressed to Mr. Ken Griffin, dated October 17, 1995. We were hoping to receive direction from the County which would allow us to complete the plans by December of this year as requested earlier by Mr. Beene, a goal to which we are committed. However, we continue to depend on many decisions still to be made by others. As we have mentioned to you before during previous conversations, when the deadline arrives, the consultant who has not met it will not be remembered in a very kind way, but the reasons that caused the delay will be forgotten. Of the items mentioned in Mr. Ken Griff'm's letter, items 1, 2, and 4 are of a technical nature and have or will be addressed by us. Items 3, 5, 6 and 7 relating to the pavement transitions to allow for a bike lane, and the parking at the Harrington Bait Shop, cannot be resolved by us the consultants. They need to be resolved between the County and City of Coppell, and only then will we be able to follow your guidelines and move forward with our design. We are always willing and available to provide technical input. However we believe that additional meetings involving Charles Gojer and Associates and other cities and consultants will only delay the completion of the project and will not accomplish what is needed. It is up only to the County and City of Coppell to make a decision on the above mentioned issues. In addition, our subconsultant submittals of the critically needed ROW plans, are being rejected because they are unable to show information which they do not have, as it is dependent on these decisions which must be made by the County. We have met every demand the County has made of us, and have made substantial progress towards our December deadline. The plans for the 66 inch storm sewer are almost complete and ready for your review. Soon we will be at a standstill and will not be able to continue our work. In addition, we are afraid that we will be asked to assume the expense of redrawing the plans of the Harrington Bait Shop and Retaining Wall, and the roadway transitions at each end of the 1!~,15 ForeqtCentral Dr. ~2o4 Dal!a< Texaa-$24~, :;214 ~,4(1-11qq F~X,214."~48-g05t project, which have already been included in our drawings following the County's directions. A change of this magnitude, at this stage in the design process, will require an additional expense in our pan (which we cannot absorb), and probably an extension of our deadline. We appreciate your understanding of the position in which we are at this time, and hope that the pending issues with the City of Coppell can be resolved in the most effective way for this project, but also taking into account the impact that the decisions made are going to have in our work schedule and our costs.
