Dear Mr. Griffin:
It is our understanding that the Homeowner's Association for the subdivision near Highland
Meadows Cimle has expressed some concern about missing letters from their sign on the
southeast comer of the Highland Meadows Circle/Sandy Lake intersection. It is also our
understanding that their representatives have either directly or indirectly indicated that these
missing letters are the result of EBCC's construction activities. We share the frustration of the
Homeowner's Association regarding pointless vandalism; however, to our knowledge,
insinuating that employees from EBCC or our subcontractors are involVed with this act is
without any factual basis. Please note that, as of this date, our crews and the crews of our
subcontractors haven't started any work at this intersection.

I, Ron Dunker, foreman for Northern Pipeline Construction Company, have
investigated the damage done to the lettering on the fence at Highland Meadow
and Sandy Lake Road in Coppell, Texas. I believe that the damage was due to
vandalism, and not caused by our construction work.

I have benin ask to write this letter to address thc concern of a citizens of Coppell about
some lettering of a sign that are missing. The location of this complaint is the intersection of
Sandy Lake road and Highland Meadow. A Mr. Bob Stiens called in and said GTE has knock
down some letters on a sign. Afar going out to see what may have happen GTE was not working
in the location of the complaint I left word on Mr. Stiens voice mail stating this fact and also called
Mr. Kenneth M. Griffin with the city of Coppell about this matter.
