Dear Mr. Griffin:
We have checked the construction bid proposals received at 10:00 a.m., Thursday, September 8, 2005, for
the Denton Tap Road 16-Inch Water Line, (Airline Drive to Bethel Road) project. We are enclosing two (2)
copies of the Bid Tabulation and Bid Summary.
J. T. Dersner, Inc. of Arlington, Texas submitted the low bid for construction of this project in the amount of
$ 791,659.50 to be completed in a timeframe of 150 calendar days from Notice to Proceed. J T. Dersner,
Inc. has provided the project, reference and financial information listed in the Bid Proposal. We have
reviewed this information and have contacted references to ascertain Dersner's experience and history on
projects similar to this one. We have discovered the following:
a)
J. T. Dersner has been in business for approximately two years, however they have been working on
active projects for only 20 months. All &their construction work to date has been as a
subcontractor for utility installation.
b) J.T. Dersner has adequate financial resources, according to the June 30, 2005 information provided,
to carry a project of this size for the first two or three months of construction.
c)
The principals ofJ. T. Dersner have been involved in utility construchon work for at least 20 years.
They were previously employed by competitor firms that submitted bid proposals for this project.
Birkhoff, Hendricks & Conway is familiar with John Skinner, Vice President, and our previous
relationship on other projects does not raise any concerns.
d)
We have contacted at least four cities where J. T. Dersner has completed the utilities portion ora
project as a subcontractor. We have also contacted two of the general contractors to whom J. T.
Dersner is a subcontractor. The reports back from these references reflect an acceptable quality of
workmanship and a respect for the timing expectations of the client.

We referenced the proposed project superintendent, Jorge Savala. According to the references
contacted, he has been involved with projects of similar complexity and has handled the day-to-day
logistics of such a project in an acceptable manner.
Apart from the fact that this will be the first project that J. T. Dersner will prime for a City like
Coppell, we have not identified any issues that cause us to be significantly concemed as to their
ability to complete this project in an acceptable manner.
Accordingly, we recommend the City of Coppell award a contract for the Denton Tap Road 16-Inch Water
Line, (Airline Drive to Bethel Road), Project No. WA-97-0i in the amount of $ 791,659.50 to the low bidder
on this project, J. T. Dersner, Inc. of Arlington, Texas.
