Dear Mr. Allison:
A question has arisen concerning Pay Item #103 - Connections to existing water mains. The
quantity bid with the plans was 35 each in the amount of $1,050.00. The pay description states
that it shall consist of connections of new water mains to existing water mains in accordance to
the plans. I have attempted to review the plans to determine exactly where the 35 connections
exist and also to attempt to ascertain what the pay item actually refers to. In my review of the
plans, it appears the pay item was intended to reconnect all of the lowerings of the 16" water line
and all of the reconnections of the 8" water line. In reviewing the plans, I have found 35
locations where that could take place. I am seeking clarification whether or not my interpretation
of plans and specifications is in fact the intent of the plans and specifications. The reason for this
is as you are aware, we have encountered several water lines in conflict with the proposed
relocations and new installations of improvements. If the intent of Pay Item #103 was to pay for
reconnections to water mains, obviously the next question to be raised by the contractor is should
he be paid $1,050 for each connection when he has to lower a water line. For example: the 12"
water line at Heartz Road was in conflict with the 30" water line and had to be lowered. In
addition to the $48/per linear foot as outlined by Pay Item #88, should he also be compensated at
the amount of $1,050 for each end of the 12" where he reconnected back to the existing water
line? With this letter I am providing the general locations of where I have determined this pay
item could apply. In addition, it may also apply to each of the water line lowerings that we
encounter. Please contact me at your earliest convenience on your interpretation of this pay item
and how it relates to the construction of the project.
Please note that at 61 +75 there is an 8" connection but it is my opinion that that entire meter
vault relocation is paid under Pay Item #114.
