Re: Variance request on parking lot construction
Dear Gary:
Enclosed is a parking lot site plan for proposed new construction at our church. This project
entails the replacement of a portion of an asphalt parking area with concrete and the addition of
approximately 60 new parking spaces. Also enclosed is an engineering report from Gee
Consultants, Inc., regarding lime stabilization.
Please accept this letter as a request for a variance to city codes to permit a concrete thickness
of 5 inches as compared to 6 inches in the parking area. This area will be used primarily for cars
and light tracks. It will be constructed with 3,000 psi concrete with number three rebar on 18
inch centers, with lime stabilization to a depth of 6 inches with a 4% hydrated lime mix. The
fire lanes will be constructed with a concrete thickness of six inches.
Should this request need to go before the City Council, I would appreciate being placed on the
agenda as early as possible.
Thank you in advance for your assistance. You may reach me at 462-1643 with any questions
or comments. We will apply for appropriate city permits after the disposition of this request.
Sincerely,
Wm. A. "Bill" Harrel

Lime Series Test Results
First Baptist Church of Coppell
Coppell, Texas
Dear Mr. Harrell:
In accordance with your request, a representative of GEE Consultants, Inc. obtained seven (7)
samples of the near surface soil materials at the proposed pavement subgrade areas at the above
referenced project on August 25, 1993.
The purpose of obta'ming these samples was to determine the mount, of lime required to stabilize
the subgrade soils prior to pavement construction. The samples were transported to the
laboratory and classification tests were performed. The test results are as follows:

The results of the lime series tests performed on the subgrade soil with the highest plasticity
index are as follows:
SAMPLE NO. 2
Percent of Lime Liquid Limit Plasticity Index
(by dry weight) (%) (%)
0 31 19
2 31 7
4 33 6
6 32 7
Based on the aforementioned test results, it is recommended that four (4) percent hydrated lime
by dry weight be used to stabilize the subgrade soils within the area of the proposed pavement.
Four (4) percent hydrated lime by dry weight would be equivalent to approximately 18 pounds
per square yard, for a six (6) thick stabilized layer. The lime stabilization should be performed
in accordance with the Texas State Department of Highways and Public Transportation
Specifications and applicable city codes.
We trust the information submitted herein is sufficiently detailed for your use. If you should
