Sandy Lake Road Bridge ST 93-01a
Dear Mr. Beene:
The City of Coppell has received plans for the referenced bridge project contained within the
City of Dallas. Even though the project is not within the City of Coppell, the City appreciates
the opportunity to offer comments on this section because it does affect future construction
within the City of Coppell.
The City has not reviewed the plans in detail in regards to structural bridge design, etc. The
City has only reviewed the plans in relationship to how it generally affects the City of Coppell.
The following is a list of general concerns the City has with the bridge as designed:
1. If at all possible, the slope should meet a 4 to 1, as opposed to 3 to 1.
2. The City has previously requested that 27 feet face to face lanes be provided along Sandy
Lake Road. Therefore, your section in Coppell should be revised accordingly.
3. Due to City concerns about the ability of bicyclist to get across the bridge, the City is
requesting that the future outside lane be striped off and allowed to be used by bicyclist,
as opposed to striping off the future inside lane across the bridge. This will require
revised transitions at each end of the bridge.
4. At some point in the future, the City may be interested in providing an underpass on the
west side of the bridge. Therefore, a minimum 10 feet should be provided from the low
chord of the bridge to the limits of the excavation; generally around Station 69+40.
5. I am unsure as to whether or not sidewalks will be provided on the east side of the
bridge up to the proposed Park Road. I know that this section is still within the City of
Dallas, but the lanes are reducing back to a 24 foot width. If some type of sidewalk or
wider lanes are not provided then it could be difficult for bicyclist and/or pedestrians
crossing the bridge to cominue onward the additional 400 feet from the end of the bridge
to Park Road.
6. It appears that conversations have been had with Mr. Harrington concerning the
construction and access to his property. Please be advised that the City cannot allow
private parking spaces within City right-of-way. Also, it appears that the City sidewalk
is being constructed below grade to align with the parking spaces on Mr. Harrington's
property. The cross section should be revised to show that the retaining wall is being
constructed near the proposed right-of-way and that the sidewalk is being constructed at
the grade of the street, as is typical in construction design. This will require additional
work on Mr. Harrington's design as the relocation of parking spaces could create
inadequate maneuvering space between the existing facilities and the parking spaces.
Even so, the City cannot allow private parking spaces within the City right-of-way and
this should be revised accordingly on Sheets H1 and H2.
7. As has previously been stated, on Sheet B4 the standard cross section should be revised
to show that the inside two lanes are the through lanes and the outside lane is striped off
as the future lane to allow bicycle traffic to utilize the outside lane across the bridge.
