with the TxDOT/County Agreement regarding certain CMAQ transportation
improvements within the City of Coppell and authorizing the Mayor to sign.

BACKGROUND INFORMATION ON CMAQ
The Congestion Mitigation Air Quality (CMAQ) Program is part of the State Implementation
Plan for the improvement of air quality in Texas. Implementation of the Program must be
shown by December of 1996 or the D/FW metroplex could lose federal funding for future
transportation improvements. The consulting engineering firm, Parsons Brinkerhoff, was hired
by Dallas County to act as Project Manager/Engineer for the Dallas County CMAQ Program.
Parsons is responsible for assembling the scope, schedule and budget for the CMAQ projects
listed in the program. The County has contacted the cities in Dallas County who currently have
projects in the 1996 Transportation Improvement Program-CMAQ to determine if the cities
would prefer the projects to be added to the Dallas County CMAQ Program. By adding the
projects to the County program, the cities will have the services of Parsons Brinkerhoff and also
an environmental and civil engineering firm. They will design, analyze, and evaluate the projects
to determine if they are feasible to construct with the funding stated in the TxDOT 1995 T.I.P.
Once Parsons Brinkerhoff has determined the scope and cost for each project, the city will then
decide if the projects are worth pursuing and escrow the local participation cost to Dallas
County. If the city decides not to pursue a particular project, the project can be removed from
the County program.
The total cost for improving the 10 projects is $709,000, of which the city is only required to
participate $106,160 (15% of the total cost). The County and TxDOT/FHWA will fund the
remainder of the cost. A breakdown of the cost for each project is listed on a copy of ILA
Attachment B.
If Council approves the interlocal agreement with the County, the benefits with the projects
implemented will result in:
A reduction in congestion, pollution and delay at the intersections during
the morning and evening rush hours.
The city will have the expertise of the Parsons Brinkerhoff staff in
designing the intersection improvements and conducting environmental
assessments.
Traffic will travel easier in and around the city.

Mayor Pro Tern Robertson moved to approve the minutes of the November 11, 199~ Council
Meeting, Item 9 B and C carrying Resolution 112895.1. Councilmember Mayo seconded the
motion; the motion carded 7-0 with Mayor Pm Tem Robertson and Councilmembers Alexander,
Sturges, Watson, Tunnell, Mayo, and Sheehan voting in favor of the motion.
Item 9 A --
Councilmember Watson pointed out that on the November 14, 1995 minutes under Liaison
Reports, Park Board, that the three committees should be Athletic, Trail Development and
Aquatic Facilities. Councilmember Sturges stated that he also had attended the Metrocrest-wide
Domestic Violence symposium. Councilmember Watson moved to approve the minutes of
November 14, 1995 as amended. Councilmember Sturges seconded the motion; the motion
carded 7-0 with Mayor Pro Tern Robertson and Councilmembers Alexander, Sturges, Watson,
Tunnell, Mayo, and Sheehan voting in favor of the motion.

Consider approval of a Resolution supporting the Fort Worth and Western
Railroad Company's efforts to secure the abandoned Cotton Belt Railroad line
in the City of Coppell, and authorizing the Mayor to sign.
