Box 478 Coppell, Texas 75019 Dear Mr. Griffin: In response to your letter of March 30, 1995 and our phone conversation on March 29, 1995, the Dallas County policy for bond projects is that we build roadways only and leave amenities such as sidewalks, lighting, bike paths, etc. up to the City. These kinds of enhancements can be made through the County's contractor at the City's request and funding. In compliance with policy and at the City of Coppell's request, the section of Sandy Lake within the City of Coppell will be designed so that alternate bids may be taken allowing for a bike path to be built in conjunction with the new roadway. The City of Coppell will pay for the additional engineering and the construction cost if the bike trail is constructed. The Trinity River bridge is being designed as a full six(6) lane bridge although only a four(4) lane c~ roadway will be constructed under the current bond program. That means for the immediate future the ' /bridge could be striped to allow for bicycle traffic. Our Public Works Director, Allen Beene, tells me the ic~q',i ~&ca~-width" of the bridge being designed could be ultimately striped so that it would provide six(6) lanes plus Ia three foot bike lane. He also advises me that a design fo/a larger and/or separated lane as a free \standing facility could probably be done in the future as economically as an add-on design. As I am sure you realize, any striping or .use of the bridge (City of Dallas) or Sandy Lake east of the bridge (Carrollton) will have to be coordinated with the other cities. Because of the condition of the existing bridge, I am anxious to proceed to contract as quickly as possible on the bridge. Some mention has been made of using Federal CMAQ funds. Consideration of use of these funds would severely impact the time for getting the bridge under construction. Since any expansion of the bridge would also impact the right-of-ways and/or easements needed in Mclnnish Park and since impacting park land would trigger a whole set of Federal guidelines, I am not anxious to discuss this possibility at this time.
