The Elm Fork flood plain is partially urbanized through the reach from Belt Line through
Sandy Lake Roads. For existing conditions, flow is restricted to four main passages: two routes
within the east overbank, the main channel and the left overbank. Non-effective flow areas were
modelled utilizing ET cards for encroachments and GR cards to block out non-effective flow
within the flood plain. These non-effective flow areas are not included in the water surface
elevation calculations, however, should be included for valley storage computations. For
proposed conditions the flow area is confined to west of the City of Carrollton landfill. Since
a hydraulic model reflecting the full area for valley storage computations is not available, Halff
Associates prepared an earthwork model reflecting cut and f'fll for the Sandy lake Road
embankment and the proposed swale excavatiori. These quantities are shown in the table below.
