Mr. de Camp had been accompanying the City of Irving over the past couple of weeks as the timing plans were put into the field. Minor and major adjustments were made to the plans as deemed beneficial by Ms. Mullins, Mr. Hembree and Mr. de Camp. The 90 second AM Peak Hour pattern was revised to be a 110 second pattern due to the very high cross street traffic at several locations. Even with this cycle length, there are still some problems at Shady Grove and Rock Island. A higher cycle length may need to be developed to accommodate the traffic at those intersections. A 165 second pattern was discussed following the meeting that would allow those two signals to be in step at least part of the time. At Shady Grove, there are two very high movements that compete for time in the cycle. These movements are the northbound (out of Grand Prairie) and the eastbound through (apparently from west of Roy Orb). At Rock Island, the heavy conflicting movements are the westbound left mm, the southbound left mm and the eastbound through movements. At this location, there appears to be a need for an additional eastbound lane. In addition, the extreme grades cause problems with heavy vehicles. Dallas County CMAQ Program August 19, 1997 Project 75 Page 2 · Trinity Boulevard (between Shady Grove and Oakdale) was discussed. It is a new 4-lane road that could potentially relieve some of the pressure at Shady Grove and Rock Island if signalized. · Mr. Hembree indicated that the PM Peak and Saturday Peak patterns were working great. · Once the AM Peak plan was changed to a 110 second plan, the other two 90 second plans (Noon Peak and Late Evening Off-Peak) were examined. It was decided that the best ideas from both of these plans would be combined to make one 90 second plan that would operate in both of those time periods. · The intersections at SH 114, Royal and Regent have been changed to the new timing plans for the northern section. Once the City of Coppell has their plans implemented, these will need to be adjusted to line up with the rest of the northern section. Discussion of Field Implementation of Timing Plans (Coppell): · Mr. Wyndham asked Mr. Birdsall if the controller time sheets that had been prepared by Mr. de Camp had arrived yet. · Mr. Birdsall said that he had not seen them yet, but that he would check when he got back to the office. · The timing plan at the IH 635 interchange was discussed. Mr. Hembree indicated that whenever the City of Irving changes the timing in one of TxDOT's signals, they just give Melanie Young a call to let her know what they are doing. It was confirmed with a call to TxDOT after the meeting that the City of Coppell should call Melanie Young and let her know what they are doing prior to changing the signal timing at Belt Line and IH 635. Discussion of Next Steps: · On Friday, August 29, Mr. de Camp will be in town to work with the City of Irving on the AM Peak Hour plan. · From Friday, September 12 through Tuesday, September 16, Mr. de Camp will be in town to work with the City of Coppell on the AM Peak Hour, the Off-Peak plan and PM Peak Hour plans. · From Friday, September 26 through Monday, September 29, Mr. de Camp will be in town to work with both cities on Fine Tuning the plans. · Next Meeting: The next meeting was set for: September 16, 1997 2:00 PM - 3:00 PM Sverdrup Civil, Inc. 8150 North Central Expressway Suite M- 1150 1' ¥- 'i1 I 1 I Dallas County CMAQ Program Project 75 August 19, 1997 Page 3 These minutes are believed accurate and complete. within 10 days if you find errors or omissions.
