Northern ~ection · The section includes all of the existing and proposed signalized intersections from Denton Tap Road and Parkway Boulevard to Belt Line Road and SH 114 Eastbound Ramp, inclusively. · As the section includes signals in both Irving and Coppell, coordination across City Limits will be necessary. Mr. Wyndham discussed possible ways of doing this, the easiest being Time-Based Coordination maintained by the respective signal technicians for each city. Mr. Wyndham also suggested the possibility of executing a Force Accoum Agreement that would allow the technicians of one city to control and maintain for coordination a few of the signals in the other city. · Mr. Wyndham discussed the three recommended plans and their proposed cycle length ranges. An attempt was made to get progression at the speeds that the traffic is currently driving. Mr. Tramel asked that Sverdrup also look into what the Travel Time Runs are showing as far as speeds and travel times for the different times of day. Mr. Tramel also suggested a possible Measure of Effectiveness that compares the bandwidth to the traffic volume on a particular section of road to quantify the importance of progression in sections that are heavily traveled. Mr. Wyndham discussed the proposed signal hardware, signal phasing and pavement marking improvements that would allow the northern section to function as effeciently as possible. The locations discussed included: · Denton Tap Road and Parkway Boulevard; · Denton Tap Road and Bethel School Road; · Denton Tap Road and Bethel Road; · Denton Tap Road, Belt Line Road and Southwestern Road; · Belt Line Road and IH 635 Eastbound Ramp; and · Belt Line Road and Regent Boulevard. Mr. Tramel asked that sketches be included in the Final Technical Memorandum to show what the signal phasing and pavement marking improvements are so that the report can be used to get approvals from the two city councils and TxDOT. TxDOT will need to do the pavement marking improvements and signage changes on the IH 635 Eastbound Exit Ramp. A request to them will need to be made to change the lane assignment from "left" and "left-through-right" to "left-through" and "right." The two cities agreed that the proposed signal hardware, signal phasing and pavement marking improvements made sense and that these improvements should be pursued as quickly as possible to allow the proposed timing plans to be as effective as possible. The two cities also agreed that the use of non-permissive left-turn phasing was acceptable, but that the use of the Dallas display would be a hard sell. Southern Section · The section includes all of the existing signalized intersections from Belt Line Road and Valley View Lane to Belt Line Road and Oakdale Road, inclusively. · As all of these intersections are in the City of Irving, coordination a~ross City Limits will not be necessary for this section. · Mr. Wyndham discussed the six recommended plans and their proposed 0ycle length ranges. Mx. Hembree indicated that all of the signals in the southern section are currently set up for a progression speed between 30 and 35 miles per hour. · Mr. Wyndham reiterated the proposed measures of effectiveness that are provided by the PASSER II and Synchro Professional software packages. Mr. Wyn'dham later remembered that the intersection of Belt Line ,Road and Valley Vierw Lane has a heavy eastbound left-turn movement that could benefit from an optional dual left-turn lane. This geometric condition would necessitate the splitting of the cross street phases. Mr. Wyndham discussed the situation with Ms. Mullins later that week, and she indicated that she would look at the intersection in the field. Mr. Hembree brought up the problems with the weekend traffic at the Belt Line Road / SH 183 interchange. In particular, he asked about possible lane use changes to the intersection of Belt Line Road and the SH 183 Westbound Frontage Road. Mr. de Camp suggested that the use of a right-turn overlap for the westbound frontage road might alleviate some of the sight distance problems that are keeping the right-turning traffic from efficintly using the dedicated lane. Mr. Hembree also asked about the possibility of recommending that the southbound leR-turn lane into the commercial driveway just north of the westbound frontage road be closed. This could improve the northbound traffic flow in the area.
