This letter is to confirm our conversation on Wednesday, April 24, in
regards to the possibility of PID financing on your company's property
in Coppell. The Coppell City Council is giving Representative Kenny
Marchant our approval to proceed in submitting a local bill to the
legislature that would eliminate the apparently conflicting provisions
in the PID law regarding PID acquisition of existing facilities. Repre-
sentative Marchant can now then proceed with the hopeful clarification
in the legislation.
However, there are two conditions with the City Council approval as you
are aware and have agreed to in this approval process. They are 1) The
Coppell City Council will still have the ability to approve or deny the
actual PID request within our city limits, and 2) The City Council can
still direct Representative Marchant to stop the bill at anytime between
now and May 27, 1991, which is the end of the current session.

issue can be worked out in the best interest in everyone concerned.
