Ivan led the meeting with the aid of overheads that are included as Attachment B.
Information discussed in addition to that which is contained on the overheads included:
t. General - ivan Nicodemus
Des/gn Review - James Allen (ARS), Tony Tramel (DTA) and Don Ingram (ESS) continue to concentrate
on the design reviews that are in-house.
TIP Coordination -
Grand Prairie - Reinstatement of signal improvements are being considered: it will require a TIP
modification.
· Mesquite - Received a letter directing the PM/E to implement TIP modifications. The request also
calls for an intersection that will require an additional TiP modification.
· The 1998 TIP update went away after coordination with NCTCOG.
· The 775C details regarding on/off system status requested by NCTCOG is complete.
City Coordination - The City of Dallas and the County have asked for a CMAQ data to aid in developing
the City of Dallas '98 Bond Program.
-- District 3 Concerns - Commissioner Jackson has requested that the briefing memos for the remaining
three projects be put on the agenda for next Tuesday. The briefings have been submitted to the County.
Co#in-Dallas County ILA - This has received little attention, but is not on the critical path at this time.
Escrow Requests - Moosa said that TxDOT will need an escrow payment (design and construction) for
Project 71 in order to proceed with construction. Karen Jones (PM/E) noted that the County has the
design escrow from the city and the PM/E will make it a priority to prepare the paperwork to TxDOT's
share to TxDOT.
CMAQ Facts - Will be faxed tonight.
Consultants - Ivan Nicodemus
Commissioners Court Briefing - Projects 18 (Boyle), 19 (Brown & Root) and 20 (Kaiser) are scheduled to
be briefed next Tuesday. Moosa asked who was the project manager of Project 19. Ivan said it is
Robert Mardis, 'of Brown and Root.

Implementing a Submittal Tracking System (STS)- Ivan handed out (Attachment C) and briefly reviewed
three reports generated from the STS: 1) listing of entities (cities and people) involved in a project, 2) list
of all the submittals required for the project, and 3) status of the submittals. Ivan obtained this software
from PB's Senior Project Seminar conducted in Atlanta. The tracking system data will be brought up to
date and used to monitor the status of each designers submittals.
Pending Contract Amendments: · Project 06 (TCB) - County has given direction to TCB to delete the two locations at Clarendon Dr.
at Tyler St. and Fleming Ave. at Jefferson Blvd. Awaiting fee proposal from TCB.
· Project 09 (GSW) - The PM/E office is preparing a response to GSW's proposal.
· Project 24 (Garcia) - Court Order should be signed April 1.
· Project 72 (Bridgefarmer) - TIP modification is necessary.
· Project 76 (BW&R) - Still have not received written direction from the City of Dallas to add two
signal locations.
Regal Row Drawings - Drawings for the Regal Row thoroughfare project is needed from the County for
coordination purposes on Project 31 (Wilbur Smith - Dallas).
Moosa added that DaI-Tech (Project 30 '- Dallas) should be given the City/TxDOT design for Marsh Lane
and Frankford for coordination purposes.
Traffic - Tony Tramel
Project 70 (Kimlay. Horn. Garland) - The final travel time runs have been authorized. There is one
modification necessary due to a signal controller.
Project 7t {Parsons l'ranspo~,tation Group - Grand Prairie) - Tony and Moosa talked about
some funding issues. Karen Jones will be preparing a spreadsheet to show the total cost est[mate and
timeline to help identify how much, money is necessary for each phase of the projects. Parsons
Transportation Group anticipates the first 13 locations will be complete by Fdday or next Monday, The
communication plan at 31 locations are potentially available next week. The central core communication
plans will be reviewed by Gordon Alderman (TxDOT).
Project 72 (Bridgefarmer. Mesquite/Balch Springs/Sunnyvale) - The review of their test plan
has been completed. The plan preparation is at +30%, The request has been received from Rick Berry
(Mesquite) to delete two locations and to add two locations. A TIP amendment is needed. A copy of the
letter from Mesquite will be given to LaDonnaSmith (NCTCOG).
Project 73 (Hunter Associates - South Dallas County) - A Progress Meeting Was held last
week. The review Comments were provided for the 2nd draft of the test design location. The PM/E had
45 comments, Hunter presented peak hour and 24 hour volume data,
Project 75 (Sverdrup · Irving/Coppell) - Sverdrup has collected data and it is being compiled and
analyzed.
Project 76 (Bucher, Willis & Ratliff. Signal Retiming - N. Dallas) - BW&R's data collection
continues, Tony prepared a draft letter for the City's consideration which formalized their verbal requests
to add locations. LaDonna will be given a copy of the draft. The Town of Addison is no longer interested
in joining with the City of Dallas to add the four Belt Line Road locations to the project.
Moosa noted that he has been receiving meeting minutes from Project 75 and 76, but has not received
any on Project 70, in a long time. Tony said that TxDOT will receive the final report with a complete set of
meeting minutes and submittals.

Moosa said that TxDOT does not want to see Project 71's 100% submittal until the 9 intersections in
question are resolved. He also noted that Melanie Young (TxDOT) has $130K City Force Account
reserved for Grand Prairie's CFA.
Ivan stated that Project 77 (NW Highway) is not going to happen. Beth Ramirez (Dallas) has talked
about another 40 or 50 intersections south of LBJ and the freeway as a possible CMAQ Project.
Civil - James Allen
James reported the following project status:
P,,oJect 0t (Laftwich & Assoc. - Fa~,me~s Branch) - Review comments are needed on the 65%
preliminary PS&E from the County, City and PM/E traffic.
Project 02 (Chlang, Patel & Yerby - Duncanvilla/Dallas) - Awaiting review comments on the
95% preliminary PS&E from the County and PM/E traffic. A meeting was held with Harlan Moore, Moosa
(TxDOT) and Sid Horner (County) last week to go over ROW issues. Once Chiang, Patel completes their
changes in the ROW documents, the PM/E office will have a good "go-by" to give to the other designers.
Project 04 (Paragon. Dallas) - The consolidated Schematic review comments will be sent to the
designer shortly. The consolidated comments and the original list of comments will be forwarded to the
reviewing agencies for their records.
Projects 05 (PB$&J . Dallas), t0 (USA - Coppell) and t7 (Gojer · Dallas/Garland) - The
initial Schematics are under review.
Projects 06 ('I'CB. Dallas) and 07 (Espey, Huston - Grand Prairie) - The initial Schematic
review comments have been consolidated for the designer's dispositioning, The consolidated comments
and the odginal list of comments will be forwarded to the reviewing agencies for their records.
Project t6 (HDR · N. Dallas) - The revised initial Schematic submittal was received two days ago'--
it will be sent out for review after reproduction.
Project 15 (Halff. Dallas) - Review comments addressing Belt Line at Hillcrest and Campbell at
Hiilcrest are being resolved with Halff.
Project 2t (Matee · Dallas) - The initial Schematic was received, but it has been rejected for
incompleteness.
MoOsa asked if the final Schematic for Project 09 (GSW - Cedar Hill/DeSoto/Duncanville) will be held until
the scope issues are resolved. Ivan said that a contract amendment is currently being worked out.
Moosa suggested that the Schematic be advanced to Austin for approval so they can start the PS&E.
ivan stated that it has to be a complete document prior to submittal to Austin.
Envirenmental -Don Ingrain
Project 04 (Paragon · Dallas) - TxDOT's comments were incorporated into the consolidated
comments for the environmental reports.
Project 16 (HDR · N. Dallas) - No environmental drawings were received with HDR's revised initial
Schematic. After the drawings are received, it will be sent out for the agencies to review.
Projects 21 (Matee . Dallas) and 24 (Garcia - Dallas) - The draft environmental review
comments were sent to the designers for dispositioning.
Project 25 (ABA. Dallas) - The draft environmental review comments w~ll be sent to the designer
tomorrow.

TxDOT-County Agreement Modifications- The PM/E's input is being summarized.
Exhibit A & B Content - Is open to discussion. A copy was sent to TxDOT for review.
Continuation of PM/E Services- 75% notification letter was given to the County. The County has asked
some additional questions on alternatives to carrying the PM/E services through the completion of the
program.
Design Review Procedures - Please utilize the design review comment forms.

Ivan requested that if TxDOT has any examples of federal oversight agreements, they be sent to the
PM/E for possible use for the City of Coppell. Moosa said that the City of Coppell needs to make a
request from Jay Nelson (TxDOT). TxDOT has never done this before in this district and only 1 or 2
times in the state. Ivan said that he informed the city that if they were going to perform the oversight, -
they needed to include all of the intersections. Ivan also noted that the Title 23 book has been getting'..
compliments. It is an excellent, concise listing of the requirements, procedures and responsibilities of a
Title 23 project.
