Information discussed in addition to that which is contained on the overheads included: 1. General - Karen Jones Des/gn Rev/ew - James Alien (ARS), Tony' Tramel (DTA) and Don Ingram (ESS) remain focused on the design reviews that are in-house. 7/P Coord/nat/on- Coordination is ongoing: The City of Grand Prairie is considering reinstating some of the signal improvements on SH 360, which would require a TIP Modification. Rick Berry (Mesquite) has forwarded a letter directing the PM/E to modify Bddgefarmer's (Project 72 - Mesquite/Belch Springs/Sunnyvale) Contract, based on Mesquite's TIP Modifications. However, he also included another intersection in the request which will need a TIP modification. Rick expects a TIP Modification to be passed in Apdl or May, depending on approval of the City Manager. Don Cranford (County) has asked the PM/E office to look at the '98 NCTCOG TIP Update and briefly review the funding. LaDonna Smith (NCTCOG) has requested some 775C details that she will need for the '98 TIP Update. City Coordination - A meeting was held with Sam Wilson, Jack Antebi (Dallas), Bud Beene (County) and Ivan yesterday afternoon to discuss the recent changes in City of Dallas Projects including the deletion of two intersections. A letter was prepared stopping TCB's work on those two intersections on Project 06. A contract amendment wilt follow after TCB produces a credit proposal. A meeting is occurring this afternoon between the City of Coppell and a PBCS staff person (formerly with FHWA) to' discuss the possibilities of federal oversight of the Sandy Lake and Moore intersection project. The PM/E has provided design concept drawings to Parsons Transportation for coordination purposes along Midway Road. Parsons has a signal design contract with the Town of Addison. District 3 Concerns - Bud continues to have positive communication with Commissioner Price. As a result of their recent conversations the PM/E office prepared a M/~NBE participation report which summarized the participation of each ethnic group by district. Escrow Requests - Preparation to start up shortly. Consultants - Karen Jones Projects 18 (Boyle), 19 (Brown & Root) and 20 (Kaiser) - Remain on hold until direction from the County. Notice to Proceed- NTP meeting for Dal-Tech (Project 30 - Dallas) was held Monday, March 17 at 1:30 p.m. Submittal Tracking System - Ivan obtained a PB software package at the Senior Project Management Seminar which he feels will help significantly help in keeping track of where the submittals are, when they ate due, etc. Pending Contract Amendments: · Project 06 (TCB) - County has given direction to TCB to delete the two locations at Clarendon Dr. at Tyler St. and Fleming Ave. at Jefferson Blvd. · Project 09 (GSW) - There are some revisions being considered plus an additional signal. The PM/E office is preparing a response to GSW's proposal. · Project 24 (Garcia) - Revised scope by deleting one improvement and increasing scope on two others. Court Briefing is scheduled for March 25. · Project 72 (Bridgefarmer) - An amendment may be necessary as a result of Rick Berry's (Mesquite) letter and subsequent TIP modification. · Project 76 (BW&R) - The City of Dallas has yet to send written direction to add two signal locations. Four locations along Belt Une in Addison may also be added to this project. Coordination with Robin Jones (Addison) continues. Traffic - Tony Tramet Project 70 {Kimley-Horn - Garland) - Plans were implemented by the first week of March and data collection will be complete by the end of the month. Project 7t (Parsons Transportation Group - Grand Prairie) - Parsons Transportation Group has been working primarily on the communication plans for some 31 intersections which are called the core area. At the Progress Meeting it was emphasized that a complete set of finalized drawings for the first 13 signal designs have not been submitted. A request was made that the first 13 intersections be dispositioned so that the plans can be submitted to TxDOT. Parsons Transportation Group had previously placed these plans on the back burner pursuing the communication plans. Moosa Saghian (TxDOT) has caIted for a meeting with Tony, the City of Grand Prairie, Parsons Transportation Group, Melanie Young, and Gordon Alderman to discuss program funding for Project 71. It is tentatively scheduled for next Tuesday at 9:30 a.m. at TxDOT. Tony noted that the ROW clips will be designed out of the signalized plans, Richard Peterson (County) asked if Grand Prairie understood the extent of ROW acquisition, Tony said that they understand that they must follow the federal guidelines which they have done before when they bought ROW for TxDOT for the Belt Line Road interchange. Grand Praide also understands that any ROW acquisition for the project will be through the County. Dave Davis (Farmers Branch) asked for a review of the issues regarding the Texas Architectural Barriers Act addressed at previous meetings. Ivan indicated that the act called for a review of all construction documents with a construction value over $50,000. This affects each CMAQ geometric improvement in the program. TxDOT has been disregarding the requirement since negotiation with the enforcement agency has been underway since 1991. Received a request from Rick Berry (Mesquite) to delete two locations and to add two locations. One of the locations may require a TIP amendment. The PM/E anticipates the amendment to the BF scope and fee. Project 73 (Hunter Associates - South Dallas County) - PM/E and TxDOT are formally reviewing the second draft of the test signal design, A formal response wiJl be provided to Hunter at the Thursday progress meeting. In the review comments, the City of DeSoto has requested the use of radar detection in lieu of inductive iccp detectors. Tony stated that as a technical standpoint it is not consistent with the TxDOT standards. Tony wilt be talking to Randy Dulaney (DeSoto) about some issues and a resolution. Richard stated that loops are always a problem. Tony responded that they are not' always a problem if they are installed properly. Ali Malekouti (Dallas) asked if the radar use is more expensive and Tony said that it was a break even proposition and added that Jt is a philosophical issue more than a cost competitive issue, Praje~t 11 (Sverdrup - Irving/Coppell} - Sverdrup presented the data collection at yesterday's Progress Meeting. It shows some significant directional flows in Coppell. On LBJ southbound at peak AM hour there are about 2,800 vehicles in three lanes of traffic. The next Progress Meeting there will be more analysis completed and some recommendations will be made, Project 16 (Buchor, Willis & Ratliff · Signal Retiming · N. Dallas) - BW&R's data collection continues. Their GIS person will be coordinating with Beth Ramirez (Dallas) to take the information from this project and place it in a series of tables of information to go into their GIS system. The City of Dallas has indicated that data collection during Spring Break would be acceptable, Data collection at some locations were deferred since Linda Larkins (Quality Counts) was vacationing. Richard asked if the cable/software licensing was delivered to the PM/E office. Tony said that it was received and it wilt be turned over to the City of Dallas. The first software delivering was handled at the Progress Meeting, but all others will be handled through the PM/E office. Richard asked whether these items were eligible for federal reimbursement. Tony indicated that software has been provided on other federally funded program because the software is used to analyze, maintain and modify signal timing. Civil - James Allen James reported the following project Status: Project 01 (Leftwich & Assoc. -Fanners Branch) and Project 0:2 (Chiang, Patel & Yerby - Duncanville~Dallas) - Some of the review comments on the 65% and 95% PS&E, respectively, have been received and consolidation of these comments will begin. Ali MalekoutJ (DaLlas) asked James if he had looked at the review comments at Camp Wisdom and Cockrell Hill. James said that moving the lane alignments as suggested is an issue which needs to be discussed, Project 04 (Paragon - Dallas) - TxDOT's Schematic review comments were submitted to the PM/E. The comments will be consolidated and returned to the design to disposition. Project 06 (TCB - Dallas) - Schematic review comments have been sent to the designer along with a letter to drop two intersections as requested by the City of Dallas. Currently awaiting a fee credit proposal from TCB, Project 08 (Huitt.Zollars - N. Richardson/Garland) - A Notice to Proceed for PS&E was given on March 11, The environmental reports are currently under TxDOT-Austin review. D:V3ENERAL\G03MEE%UPDATE%1997M 05. There are about 10 or 15 that the PM/E and Halff are trying to resolved over the phone. If they can not be resolved, then there will be a Design Review Conference. Project 21 (Mateo . Dallas) - The initial Schematic submittal has been received and will be reviewed for completeness before being sent out for agency review. Ali received a phone cal~ from a representative of the councilman who has indicated that he would like to review the schematic for Gaston / Garland when available. Don noted that the predominate discussion at the neighborhood meeting involved making Gaston / Garland a gateway to White Rock 'Lake, not how the intersection functioned. Project 24 (Garoia. Dallas) - Scope and fee changes for three intersections have been reviewed. Karen stated that a Briefing Memo has been written for the County to approve. James reported that some of the designers are having a hard time obtaining the Section 4 to the Texas Operation Procedures Metrication Manual. James has sent TranSystems a copy. James indicated that TxDOT informed him that that the copy is a "revision" and is not for consumption unless the TxDOT project manager for a specific TxDOT project requests it. ivan said that the PM/E office will make copies and send the manual to the consultants that need it. 5. Environmental - Don Ingram Don reported that most of the week had been dedicated to writing the 17 MAPO letters for Project 08. After Lopez Matthews locates the addresses, they will be sent out. Project 21 (Mateo - Dallas) - The draft environmental review comments will be finished this afternoon and will be sent to the designer. Don continues to coordinate with the designers. Direction from TxDOT is needed on how to proceed with MAPO notification on Davis Street between Hampton and Westmoreland, Architectural photo documentation has been requested from TxDOT-AustJn for four photos of each of the five homes at Walnut at N. Garland (Project 03), Don stated that from the reports that have been sent to Austin there is nothing to indicate this request to be warranted. The homes are 40 years old and the -'- threshold is 50 and none of these homes have any architectural significance. Ivan sa~d that a letter has been prepared of what the increase of cost to the designer will be. Another letter was written to request a meeting with Austin to discuss the request and possible future requests. 6. Project Control - Jim Bernier Jim,reported that he has received and input progress updates for 11 consultants this week. The February monthly update should be complete today. Integratiorl of agency participation into the Exhibit 'H' report will begin. 7. Key Issues - Karen Jones TxDOT-County Agreement Mod/f/cations - This continues to be an issue needing attention, All parties need to prepare modifications and the PM/E will consolidate and prepare a draft with all responses included. Exhibit A & B Content - Discussion last week after the Update meeting addressed the content of the Exhibits A and B of the TxDOT / County agreement. TxDOT continues to want the A and B listings to include only those CMAQ improvements assigned to a project.
