These Basic Services and those authorized Special Services shall hereinat~er be referred to as the "Project". It is anticipated that the Project will be subdivided into two (2) or more geographical related sections or study areas of analysis. As a minimum, the following milestones shall be provided for each study area: 1) completion of data collection under Special Services, 2) completion of preliminary analyses, 3) completion of timing plan generation, and 4) completion of the Project's Final Report. I. PROJECT MANAGEMENT AND CONTROL The following represent tasks associated with Project Management and Control to be performed by the Engineer: Technical Review Progress/Meetings. Attend and present/review material at Project review meetings held in Dallas County at a facility provided by the County or one of the participating cities. It is agreed for budgeting purposes that up to eight (8) review meetings will be held relative to the Project, which is expected to have a duration of approximately nine (9) months. The Engineer shall prepare and distribute minutes of all such review meetings. B. Project Schedule. The Engineer shall develop a projected Project Schedule in accordance with Article 2. Project Schedule of this Contract. Interagency Coordination. The Engineer shall maintain coordination with the County and the participating cities for the duration of the Project. This shall include documentation of the Engineer's meetings, telephone conversations, and correspondence with the County, and other parties including adjoining cities, and any other agencies involved in the Project. Project Administration and Control. It is understood and agreed that the Engineer's contract is with the County and that all services shall be performed under the direct supervision of the Director. SIGNAL TIMING OPTIMIZATION A. Preliminary Analysis. The Engineer will perform the following preliminary analysis: Field Observations. Prior to the development of new signal timing, the Engineer shall conduct field observation on each route and during each time period of analysis. Such observation shall be performed by a traffic engineer with extensive experience in the development and implementation of progressive traffic signal timing plans. Initial travel time runs will be made prior to the development of the new signal timing to establish baseline conditions (speeds, delay, and number of stops) and to determine appropriate progression speeds, areas where queue management is critical, and areas where recurrent congestion may affect progressive traffic movement. Additional runs will be made once the new optimized signal timing is implemented to assist in the fine-tuning and adjustment of the new signal timings. Verification of Intersection Geometrics. For each Project intersection, the Engineer will verify the following elements of intersection geometrics and pedestrian accommodation that affect signal timing: · The number of lanes on each approach and the required or permitted usage of each lane (i.e., "left only"; "left or straight"; "straight only"; "straight or right"; "right only"; or "left, straight, or right", etc.); · Approximate street widths, crosswalk lengths, and grades; and Existence of pedestrian signal indications (i.e., "Walk" and "Don't Walk") and/or pedestrian actuation. Adjust Count Data. Using factors developed from the recording machine counts, the Engineer will estimate the vehicular volumes for those intersection approaches for which actual Saturday turning movement counts were not made. The Engineer will present the data collected and calculated at a Technical Review/Progress Meeting. Determine Number of Timing Plans Required Based on an assessment of existing recording machine count data, it is anticipated that most areas should have unique timing plans for the AM Peak, A~ Off Peak/Noon Pe~ PM Off-Peak, PM Peak, Late Evening Off-Peak and Saturday time periods. For each control area, the Engineer shall review the newly collected count data to verify the number of plans. Coordination with Adjacent Cities. Along Belt Line Road the opportunity exists to provide some degree of coordination across Irving and Coppell at these city's mutual city limits. The Engineer will confer with the staffs of those cities.: The existing control areas and cycle lengths by time of day in the areas contiguous with Irving and Coppell; and The extent, if any, to which the other city would be willing to modify the control areas and/or the cycle lengths to enhance the opportunities for coordination across the mutual boundary with Irving and Coppell. Determine Control Area Boundaries. The Engineer shall use the following process to determine the optimum control area boundaries for six (6) unique timing plans: Review the new and previously existing count data to determine similarities in volume fluctuation patterns; Review proposed signalized intersections that may be pending or scheduled for construction in the immediate future within the studied signal systems. Based on the above, and taking into consideration (1) the intersections groupings currently defined by the City of Irving or Coppell's signal systems and (2) the opportunities for mutual coordination across city limits, the Engineer will make an initial division of the overall Project area into control areas. This information will be presented in map form for review and subsequent interactive discussion. Finalize Cycle Lengths and Control Area Boundaries. The Engineer shall identify which signals should be coordinated; determine need, time, and duration of peak period timing plans using the following techniques: · Conduct a variability analysis of traffic demand through the day and week; and/or · Use of a numeric coupling index analysis using vehicle link demand to distance ratios, and/or · Use of computer software coordinability factors, grouping of natural isolated location cycle lengths; and/or other · Methodologies utilized in this analysis however such methods must be acceptable to the City jurisdictions. Coordination recommendations shall identify locations which are to perform as a coordinated system by time-of-day. Each timing plan shall include start and duration time and shall include the peak traffic demand periods. Technical Memoranda. In addition, the following information will be provided as an appendix to the technical memorandum: · Traffic counts, both raw data and adjusted values; · Initial travel time data. The Engineer will meet with the County and representatives of the local jurisdictions to receive comments on each such technical .memorandum during the scheduled Technical Review/Progress Meetings (paragraph I. A.). The technical memorandum shall be formatted to facilitate its incorporation into the Project's Final Report. Changes which are agreed to at the Technical Review/progress meetings will be documented in the minutes of the review meeting and will be incorporated into the Final Report in accordance with the following Article III. Deliverables. B. Generation of Timing Plans Determine Controller Interval Timing. Based on approach speeds, trrafic volumes and existing intersection geometrics and/or other CMAQ geometric improvement , the Engineer will determine the appropriate controller interval timing (minimum green, passage, yellow, all-red, walk, pedestrian clearance, MAX I, etc.). This data will be provided in tabular (spreadsheet) format for existing geometry and for proposed CMAQ geometry. After receipt of review comments, this data will be finalized and submitted in tabular format in accordance with the following Article III. Deliverables. Making appropriate use of PASSER II-90, PASSER III-90, or PASSER IV-94, TRANSYT7-F, Syncro, or other County approved software, the Engineer will generate new signal timing plans. It is anticipated that six (6) unique plans will be generated for all subsystems of the new signal system. This will generally consist of unique plans for the AM Peak, AM Off-Peak/Noon, PM Off-Peak, PM Peak, Off-Peak and Saturday time periods. In addition, a "Late Evening Off-Peak" plan will be developed for each subsystem using traffic volumes derived as follows: Using the recording machine counts, the ratio of the Late Evening Off-Peak volume levels to the Noon and/or PM Off-Peak volume levels will be determined; and The Late Evening Off-Peak turning volumes will be estimated by applying this ratio to the counted Noon or PM Off-Peak turning volumes. Progression band widths for all timing plans will be optimized to the maximum practical extent through variation of the signal phase sequence (i.e., a particular left mm phase may be "leading" during one timing plan but lagging during one or more other timing plans). At locations where a "yellow trap" condition would result because of a lagging "protected- permitted" left mm phase on the opposite approach, the Engineer will confer with the Texas Department Of Transportation (TxDOT) or the local jurisdiction's staff to determine the feasibility of their implementing "Dallas" left-turn phasing to eliminate the yellow trap. This will include the Engineer considering vehicle driver sight distances at these locations. The final timing willuse Dallas left-turn phasing or other means that will not allow a yellow trap to occur. Each timing plan will include a cycle length, offset, and split. The plans, along with a computer-generated time-space diagram, will be submitted for review. At a subsequent review meeting, the Engineer will discuss the characteristics of each plan and receive comments. The Engineer will finalize each timing plan to incorporate such comments in accordance with the following Article III. Deliverables. The Engjneer will furnish the final timing plan data in generic form, i.e., cycle length in seconds, split times in both seconds and percent of cycle, and offset in both seconds and percent of cycle. Also included will be minimum green, amber, all red, max phase length, walk, and dont't walk intervals. Offsets will be referenced to the beginning of the first major street green phase (i.e., the "barrier"). The Engineer will prepare controller time sheets for each intersection from the generic timing plans. These will be prepared based on the individual input needs of the different controllers. Timing data will be entered by City personnel; and it is assumed that the Engineer's role relative to timing plan implementation will be limited to responding to questions that may arise during the implementation process. Timing Plan Fine-Tuning. When the new timing is operational, the Engineer will provide qualified staff members for on-site fine-tuning assistance. During the course of this assistance, the Engineer will observe the actual operation of the new timing plans and suggest minor adjustments to improve the operation. For intersections in Irving and Coppell, Irving and Coppell personnel will participate in this process, thereby gaining familiarity with the timing plans and with the fine-tuning process. The Engineer will provide up to three (3) person weeks of on-site fine tuning for the intersections in Irving and Coppell. Actual timing adjustments will be entered by City personnel. If the final timing plans produced by the Engineer in Task II.B are not input by the City personnel within fourty five (45) calendar days, Task II.C shall be considered complete. Final Report. At the conclusion of the Project, the Engineer will prepare a Final Report in accordance with the following Article III. III. A. The Engineer will submit a draft Final Report for review and will subsequently meet to review comments during one of the Technical Review/Progress meetings. The Engineer will then submit the Final Report, incorporating appropriate review comments in accordance with the following Article III. Deliverables. DELIVERABLES Technical Memoranda, Draft and Final Report The first technical memorandum shall be provided within a standard three ring binder with an identifying cover. The binder shall be of sufficient size to accommodate the total number of sheets to be provided by the Engineer for the Project Subsequent memoranda shall be printed on 8.5"x11" three hole punched paper allowing these sheets to be inserted in the original supplied binders. The technical memoranda shall be prepared so that they serve as sections of the Draft/Final Report. The draft and Final Report therefore, shall consist of the provided technical memoranda with additional supplemented text and graphics by the Engineer, including an executive summary, findings, conclusions and recommendations. After delivery of the initial memorandum for the Project, the Engineer shall provide a total of seven (7) three hole punched copies and three (3) non- punched copies of each subsequent technical memorandum, Draft and Final Report. The County will distribute the deliverables to participating cities or agencies. The Cities of Irving and Coppell, through the County, will receive two (2) copies of the three holed punched product, one of the unbound copies and one of the electronic copies of technical memorandum, draft and final reports provided by the Engineer. Electronic Files. Turning Movement Counts. New turning movement count data will be collected and reduced for the intersections and time periods shown in the attached Exhibit A. Data will be tabulated by 15-minute increment, by approach direction (i.e., northbound, etc.), and by turning movement (i.e., left, straight, or right). In addition, the number of vehicles with more than four tires will be classified by 15-minute increment and by approach. The time periods of data collection for locations identified in Exhibit A shall be defined as follows: AM Peak = eight (8) consecutive 15-minute periods (normally 6:30 AM to 8:30 AM) on a non-holiday Tuesday, Wednesday, or Thursday; 1 · [Noon Peakl= eight (8) consecutive 15-minute periods (normally 11:30 AM to 1:30 PM) on a non-holiday Tuesday, Wednesday, or Thursday; PM Off-Peak = eight (8) consecutive 15-minute periods (normally 2:00 PM to 4:00 PM) on a non-holiday Tuesday, Wednesday, or Thursday; PM Peak = eight (8) consecutive 15-minute periods (normally 4:30 PM to 6:30 PM) on a non-holiday Tuesday, Wednesday, or Thursday; and Saturday = any eight (8) consecutive 15-minute periods between 12:00 Noon and 5:00 PM on a non-holiday Saturday.
