BACKGROUND
As a part of the Dallas County Congestion Mitigation/Air Quality (CMAQ) Improvement Program and
in accordance with Court Order Number 96-2146, dated November 5, 1996, Sverdrup Civil, Inc. was
retained to develop traffic signal timing plans on CMAQ Project 75. The current Consulting Engineers
Contract includes comprehensive transportation engineering services involving 30 traffic signal
improvement locations in the Cities of Coppell and Irving, Sverdrup 'Civil, Inc. was issued a Notice To
Protection January 9, 1997 and development of Project 75 is currently underway.
The City of Coppell has requested additional documentation associated with the specific data/timing
values to aid during implementation of timing plans at ten intersection locations along Belt Line Road
(Attachment 1). Two of the ten intersection locations, Belt Line at Airline and Belt Line at Lakeshore,
are currently being constructed; therefore, additional documentation is not required at this time. In
summary, additional timing plans documentation will be compiled for eight intersection locations.
Based on the requested scope described above, Sverdrup Civil, Inc. has provided a fee proposal for the
requested scope (Attachment 2) which is acceptable to the Dallas County Public Works staff and the
PM/E. Contract Amendment Number 01 is proposed to incorporate this additional scope in CMAQ
Project 75 and is attached for reference (Attachment 3).
FINANCIAL IMPACT
The original 30 traffic signal improvement locations included in CMAQ Project 75 has a total
programmed budget of $85,000 as set forth in the regionally approved 1997 Transportation Improvement
Program (TIP). The requested scope does not affect the total programmed TIP budget.

The current design fee negotiated with Sverdrup Civil, Inc. is $83,783. The proposed fee submitted by
Sverdrup Civil, Inc. for the requested scope is $1,200 for a total revised fee of $84,983. The following
table summarizes the revised design fee breakdown for each agency.

IMPACT ON OPERATIONS AND MAINTENANCE
Upon award and execution of the Consulting Engineers Contract Amendment 01, Sverdrup Civil, Inc.
shall complete the requested scope in accordance with the requirements of the CMAQ Agreement
between TxDOT and Dallas County.
PROJECT SCHEDULE
Contract Amendment 01 extends the original Project Schedule of 9 months by 3 weeks. Inclusive of
expected review times by the County, TxDOT and the City of Dallas, the current projected date of
completion is November, 1997.
MIWBE INFORMATION
M/WBE participation is decreased from 24.00% to 23.66% for CMAQ Project 75, as detailed in the table
below.

RECOMMENDATIONS
It is recommended that Dallas County execute Contract Amendment Number 01 to the Consulting
Engineers Contract with Sverdrup Civil, Inc. If the Commissioners Court agrees, a Court Order will be
placed on the next court agenda for authorization of the County Judge to execute the Contract
Amendment 01 for the requested scope for Sverdrup Civil, Inc.

As requested, we are providing a fee proposal to perform the following additional services
for the referenced project, as requested by the City of Coppell on August 14, 1997:
The Engineer shall provide detailed documentation of the timing
parameters used to implement the timing plans developed from the
generic timing plans. This documentation will include the timing data
entered into the City of COppell's traffic signal controllers. This
information will be provided on timing entry forms provided by the
City of Coppell. Two copies of these forms will be provided to the
County. The County will provide one copy to the City of Coppell and
retain one copy for the County's records.
We anticipate that the translation of the generic output to.controller time sheets will cost
$1,200.00. In addition, a three week extension to the overall project schedule will be
necessary due to the timing of the request, which was made over three weeks after the
Project Review Meeting when the imminent transmittal of the Final Timing Plons from
Sverdrup Civil, Inc. to thc cities was discussed. 7

Contract Amendment 01
WHEREAS, pursuant to Court Order 96-2146, dated November 5, 1996, Sverdrup Civil, Inc., was awarded a
Contract for Engineering services for comprehensive transportation engineering services in the Cities of Coppell and
Irving for an amount not to exceed $83,783; and
WHEREAS, the City of Coppell has requested additional documentation associated with the specific
data/timing values to aid during implementation of timing plans at eight signal improvement locations along Belt Line
Road; and
WHEREAS, Sverdrup Civil, Inc., has submitted a proposal to increase the Basic Services Fee to compile the
additional documentation which is acceptable to Dallas County:
NOW THEREFORE, County of Dallas and Sverdrup Civil, Inc. agreed to append this Contract Amendment to
the Contract for Engineering Services approved by Dallas County Commissioners Court Order 96-2146, dated
November 5, 1996, as follows;
Provide detailed documentation of the timing parameters used to implement the timing plans developed from
the generic timing plans at the traffic signal improvement locations listed in Attachment A, hereaRer attached
as reference. This documentation will include the timing data entered into the City of Coppell's traffic signal
controllers. This information will be provided on timing entry forms provided by the City of Coppell. Two
copies of these forms will be provided to the County. The County will provide one copy to the City of Coppell
and retain one copy for the County's records.
The Basic Services Fee is amended to increase the Not To Exceed amount by One Thousand, Two Hundred
and No/100 Dollars ($1,200.00), for a new Not to Exceed amount of Sixty-Five Thousand, Eight Hundred
Seventy-Five and No/100 Dollars ($65,875.00); and the Total Maximum Not to Exceed Fee to Eighty-Four
Thousand, Nine Hundred Eighty-Three and No/100 Dollars ($84.983.00). The Special Services Not To
Exceed amount remains unchanged.
The parties further agree that an extension of 3 weeks is added to the original project schedule of 9 months.
By execution of this Contract Amendment, the Contract is amended hereby with respect to the items and
features described above and no other items, features, specifications, conditions or requirements of the
Contract are waived or changed hereby.
IN WITNESS WHEREOF, by their signatures hereon the County of Dallas, Texas and Sverdrup Civil, Inc.
represents and warrants that they are the duly authorized agents of each entity and have full right and authority to enter
into this agreement.

WHEREAS, Dallas County desires to append the original scope of Sverdrup Civil, Inc. Consulting Engineers Contract
to provide detailed documentation of the timing parameters used to implement the timing plans; and
WHEREAS, Sverdrup Civil, Inc. has submitted a scope of services and fee proposal for Contract Amendment 01
acceptable to Dallas County in an amount not to exceed $1,200 for a total amended contract amount of
$84,983, amended scope is expected to be completed within 3 weeks 'of the original schedule of 9
months, inclusive of review times; and
WHEREAS, the Director of Public Works concurs with said proposed amendment and recommends Contract
Amendment 01 for Professional Engineering Services with Sverdrup Civil, Inc. in connection with the
amended scope, at a cost not to exceed $1,200 for a total amended contract amount of $84,983; and
IT IS THEREFORE ORDERED, ADJUDGED AND DECREED by the Dallas County Commissioners Court that the
County Judge is hereby authorized and directed to execute Contract Amendment 01 for Professional Engineering Services
