TIP Amendment Request for Project 75
Dear Mr. Morris:
Please consider this correspondence a joint request from the Cities of Coppell and Irving, and
Dallas County for an amendment to modify the scope of COG Project #3096, and the scope and
budget of COG Project #3102. We are currently negotiating the scope for Dallas County CMAQ
Project 75, which includes signals improvements utilizing COG #3096 and #3102 funding.
Dallas County is the sponsoring agency for both COG Projects.
Currently the scope for the two COG project numbers includes traffic signal synchronization for
six locations in Coppell and nineteen locations :in Irving within the Denton Tap/Belt Line Road
corridor. In terms of the TIP modification policy, two requests are presented herein for your
approval: 1) the addition of a total of six locations, two to be added to COG #3096 and four to
be added to COG #3102, and 2) an increase of funding for COG #3102.
All six of the proposed locations are within coordinated traffic signal systems along the Belt Line
Road corridor and are the only remaining signalized intersections along this important regional
travel corridor which are not included in the current TIP. Modifying the TIP to include these
locations would allow these critical signals to be analyzed and included in the engineering scope
associated with arterial timing plans currently being negotiated for CMAQ Project 75. The
attached graphic visually depicts this request.
As the fee negotiations for CMAQ Project 75 approach a conclusion, the engineering scope for
the 34 intersections is estimated at $85,000. The programmed funds for COG #3096 locations is
sufficient to include the additional two locations without increasing the current funding level.
However, a shortfall of $44,000 is projected for COG #3102 ($21,000). We jointly request that
the amount of programmed funds for COG Project 3102 be increased to accommodate this
shortfall.

The proposed funding will cover the engineering fees and TxDOT administrative costs only. The
Cities will implement the timing plans, therefore no CMAQ construction funding is required.
Proposed funding for these two requests are demonstrated in the attached spreadsheet. With these
changes we will be able to proceed with obtaining a CSJ number from TxDOT and finalize our
negotiations with the selected consultant.
