Traffic Signal Warrant Data For Belt Line at Airline and Lakeshore Drive
in Coppeli. Dallas County CMAQ Project 7~
We respectfully request two additional locations to be included in CMAQ Project 75; Belt Line
at Lakeshore Drive and Belt Line at Airline Drive. As we understand the scope of this project,
it will include development of arterial signal timing plans for all signals along Denton Tap/Belt
Line Road in both Coppell and Irving. As this plan will be comprehensive, it is important to
the City of Coppell that it include two locations which are scheduled to become signalized in the
immediate future.
Attached are 24 hour counts recently collected on Lakeshore and Airline Drive near the
intersection of Belt Line Road. The 24 two way directional total for Airline Drive was 2,223
vehicles, with 1,179 vehicles traveling in the eastbound direction. It is my understanding that
these values, combined with the 28,~.~?. vehicles per day found on Belt Line Road operating at
speeds above 40 miles per hour, satisfies the "abbreviated Texas signal warrants" being used by
the CMAQ program for this location.
The 24 hour traffic volumes for the second location, Belt Line at Lakeshore, only revealed a
total two way volume of 321 vehicles, however, a 217,000 sf warehouse facility is scheduled
to commence construction in the northwest quadrant of this intersection. It is anticipated that
this facility will be completed in +- 12 months. Base upon the fifth edition of the ITE Trip
Generation, the following trip generation per day and peak hour periods are projected for this
facility:

The entrance for employees parking is to be located adjacent to Lakeshore Drive. Assuming that
all of the projected 24 hour trip ends use Lakeshore Drive to access this site, a total of (1,142
+ 321) of 1,260 vehicles per day would be projected during the day. During the PM peak
hour, one would expect 118 eastbound vehicles from this site alone in addition to the existing
background traffic. TxDOT Peak Hour Warrant 11 would be satisfied under these assumptions
and existing conditions on Belt Line Road. Please also be advised that City staff will be going
forward to Council to award a contract for installation of a signal at this location on October 22,
1996.
