As a result of our meeting, the following comments and concerns were presented both from your perspective and from the Developers perspective. The purpose of this letter and the aforementioned meeting is to resolve any concerns you might have in a satisfactory situation for both parties. We would prefer to seek your approval to Variance No. 1 of the Hager Containers Addition, prior to the City Council meeting on September 13, 1988, due to the technical nature of this request. As I understand the City's policy, you require that any water system that is private be metered. This policy was established to prevent any unme- tered flows on private property. As a result of this policy, the devel- oper is required to provide a network of double check valves, detector check valves and a full flow meter as shown on Standard Construction Detail Sheet SD-18 dated March, 1984 and revised in October, 198S on all systems. The "double check" assembly is designed to protect against objectionable backflow contaminating the potable water system. The "detector check" detects leakage or unauthorized use of water. A bypass meter is generally connected to this part which will monitor low flow rates. Once the pressure loss through the bypass approximates 4 psi, (may vary depending upon manufacturer), the mainline valve automatically opens allow- ing unrestricted flow. This flow through the mainline valve is not registered. The "detector water meter" basically functions as the previously discussed "detector check" except that it registers flows over a wide flow range where accuracy is essential. It will detect leakage or unauthorized use of water as a detector check and will protect against objectionable backflow contaminating the potable water system. Please consider the allowance of the "detector-double check" in lieu of the system as shown currently on Standard Detail Sheet SD-18. Attached is a print of the water and sanitary sewer plan with the system we are proposing. Please review the plan and coordinate with the Fire Marshall regarding his requirement.
