Box 478 Coppell, Texas 75019 214 - 462 - 0022 RE: Valley Ranch / Goodyear Dear Mr. Smith: I have received and read your letter dated 11/3/88. The reason the construction was shut down recently was due to improper installation of the subgrade and Pace Co.'s unwillingness to comply with Coppell's standard specifications. .Since Building Inspections issued you the building permit, they would issue Pace a stop work order through my direction. I understand that this situation has caused ~.lot' of confusion and fustration. To clairfy my position, I have no problem with the construction of the Goodyear building,, however, I do have a problem with the connection of utilities and paving on an unaccepted site, without the proper phasing and agreements between 'the Developer and the City of Coppell. The confusion I was having was as Dunning was drafting agreements and phasing schedules. Pace's was trying to make up construction in my area of jurisdiction that had not been accepted nor was I notified of their intent, nor was I even asked about specifications. When I questioned your Project Manager on what was done and how it was going to be accomplished, some uncertainties were cast upon my abilities. At that time I felt it necessary to depart from the path we were on, halt everything, except work on the building itself and get Dunning and myself's situation sorted out. As of to date, Dunning is submitting the agreements and phasing schedule I have requested and I anticipate by th~ time you receive this letter, this situation will be resolved to the City's satisfaction. As of to date, I have not received the data nor the test results ] bad requested and I have not spoken~with the Contractor installing the subgrade. Your situation (RE: Paving) will be resolved as soon as I receive the items requested. In closing, I hope this letter clarified the situation and my position. ~ am not and was not trying to use your company for leverage or put you in the middle, but quite the contrary. I was trying to deal w~th Dunning's agreement, while trying to work with your company on construction of the Goodyear building separately.'~ I will continue to work with you and Dunning in every way possible.
