INTRODUCTION This report summarizes the: · Existing roadway geometry conditions · Proposed roadway improvements to the interchanges listed above · Design related issues associated with proposed improvements, and · Preliminary design exceptions for each project. Accompanying this report: · Concept Drawings (4 sheets), and · Draft Environmental Assessments 2. SANDY LAKE ROAD AT MOORE Existing Roadway Geometry Sandy Lake Road is a east/west two lane undivided roadway. It intersects with Moore Road a two lane undivided roadway. Moore Road south of the intersection flares out as you are approaching from the south. Traffic buttons are arranged so there is a exclusive left turn lane. Moore north of the intersection has an expanded cross section which lasts about 100 feet before narrowing to its typical cross-section, Pavers are in place for future crosswalk both north and south of the intersection. The sidewalk along the southeast leg is set back from the roadway so that a roadside ditch may drain under existing driveways. Currently, Raidy and Associates have designed this intersection as part of the Sandy Lake Road widening project. Proposed Improvements If the project is to remain in the CMAQ program the intersection limits will have to be defined and the previous construction drawings modified to TxDOT standards. There are major storm sewer, water and gas relocations that must be addressed D:\GENERAL\G04CORR\G4-1OU%COPPELL\1996XD04.DOC DRAFT All intersection corners shall have handicap ramps installed to bring the intersection up to ADA standards. The proposed improvements are depicted in the attached Design Concept Drawing NCTCOG #3096.000 (1 sheet). Construction Costs The 1996 Transportation Improvement Program identifies a total budget for PS&E, right- of-way, TxDOT review and construction for this intersection of $554,000. A review of the proposed improvements indicates that the programmed budget seems questionable. ROAD AT BETHEL ROAD DENTON TAP Existing Roadway Geometry Denton Tap Road is a north/south six lane divided roadway which intersects with~..~_~.~ Road. Bethel Road west of Denton Tap is a two lane undivided roadwa~el Road east of Denton Tap is a four lane divided roadway. North, south and ~.~s(bou~n~gs of this intersection have exclusive left turn lanes. All corners have ADA ramps and cross- walks are provide. Both are of paver construction. There is a bridge located just north of the intersection. Proposed Improvements The proposed improvement is to add a southbound right turn lane. The added width to the roadway will require that additional right-of-way be purchased. A handicap ramp will be replaced and an existing storm sewer inlet will be relocated. Where existing brick pavers are located, they will be extended thru the improvement. The proposed improvements are depicted in the attached Design Concept Drawing NCTCOG #4061~000 (1 sheet). Construction Costs The 1996 Transportation Improvement Program identifies a total budget for PS&E, right- of-way, TxDOT review and construction for this intersection of $30,000. A review of the proposed improvements indicates that the programmed budget seems questionable. 4. MACARTHUR AT BELTLINE ROAD Existing Roadway Geometry Beltline Road at the intersection is a four lane divided roadway on the west side with an exclusive right and left turn lane in the eastbound direction. Beltline Road on the east side is a six lane divided road_way with one westbound lane being used as a right turn lane and ar'L~exciu~iv~J~t__tum~ane. Beltline intersects MacArthur, which is a four lane divided roadway, with e~_clusive left turn lane on the northern leg and a five lane divided roadway wit~anes on the south leg. From 6-9 a.m. the southbound inside thru lane changes?to a shared left/thru lane only. The northern leg of MacArthur is crossed by a rail~ad, track just north of the intersection. Part of the right-of- way requirements will be from the railroad. Handicap ramps will be constructed at the southwest and northwest corners of the intersection. The railroad crossing will have to be widened and crossing arms will have to be relocated along with other safety equipment. The property west of the improvement slopes away from the existing roadway requiring a retaining wall or additional property for slope easements to be obtained. Utilities of mention are a major petroleum line and fiber optic cable. Any sidewalks disturbed by the construction will have to be replaced. Where existing brick pavers are located, they will be extended thru the improvement. DENTON TAP ROAD AT WRANGLER Existing Roadway Geometry Denton Tap Road is a north/south six lan~ divided roadway with a exclusive left turn lane in the northbound direction. Denton Tap Road is teed into by Wrangler a two lane undivided roadway. Concrete pavers are used to delineate pedestrian crosswalks. Proposed Improvements The proposed improvement is to add a southbound right turn lane. The added width to the roadway will require that additional right-of-way be purchased. An existing handicap ramp will be replaced at the corner. Existing storm sewer appurtenances will need to be adjusted. Where existing brick pavers are located, they will be extended thru the improvement. The proposed improvements are depicted in the attached Design Concept Drawing NCTCOG #4066.000 (1 sheet). Construction Costs The 1996 Transportation Improvement Program identifies a total budget for PS&E, right- of-way, TxDOT review and construction for this intersection of $35,000. A review of the proposed improvements indicates that the programmed budget seems questionable. 6. DESIGN ISSUES The following items represent design issues associated with the proposed improvements which need to be addressed. · MacArthur Boulevard at Beltline Road - Minimize dealings with railroad and possible design problems in working around petroleum pipeline and fiber optic cable. The intersection improvements must be coordinated with the city's plans for widening Sandy Lake Road. DESIGN EXCEPTIONS During the CMAQ Program a number of design exceptions are anticipated to be identified because of the urban nature of the proposed projects.
