Progress Meeting Held
The City has continued holding progress
meetings with the contractor during the latter
part of 1999 and early part of 2000. The
discussion at each of those progress meetings
was coordination of the lowering of the City of
Dallas' water line that currently exists in Sandy
Lake Road. Representatives from Dallas Water
Utilities and Upper Trinity River Authority
were present at the November through March
meetings to discuss coordination efforts.
Utili~ Relocations
The only major utility now left to be relocated is
the City of Dallas' water line. The latter part of
1999 and the early part of 2000 was spent in
coordination efforts with Dallas Water Utilities,
Upper Trinity River Authority and the cities of
Lewisville, Flower Mound and Coppell on how
best to lower the City of Dallas' water lineo The
water line in Sandy Lake Road provides 10
million gallons of water per day to the Town of
Flower Mound and an emergency water supply
to the City of Lewisvilleo The Upper Trinity
River Authority also supplies 10 million gallons
of water per day to the Town of Flower Mound.
To continue with the construction of Sandy
Lake Road, four separate portions of the water
line needed to be lowered between Moore Road
and Denton Tap and one long section of the
water line needed to be lowered between Samuel
and MacArthur. Lowering the water line
requires the water line to be taken out of service
so that connections can be made. The timeline
provided to the City of Coppell was that the
work had to be completed no later than March
or early April. Once approval was given for
the shutdown by all involved entities, the real
issues were fabricating the materials for the
lowering of the water line, delivery of those
materials, installing the lowered portion and
getting ready to make the actual tie-in to the
existing water line. Before any of that work
could commence, all traffic on the existing
asphalt roadway had to be shifted to the new
concrete section between Denton Tap and
Moore. So while the critical timeline was
approaching, the work could not commence
until after the first of the year. Once traffic
was switched, the old asphalt was removed~
the existing water line for the City of Dallas
was exposed in numerous locations to verify
actual limits of lowering and then pipe was
fabricated. If the work was not performed by
late March or early April, the work would not
be allowed to be performed until winter 2000.
This meant that at some point in late spring all
construction on Sandy Lake Road would come
to a halt waiting for the opportunity to lower
the City of Dallas' water line in winter 2000.
From the first of my involvement in 1993, the
lowering of the City of Dallas' water line has
always been identified as the critical
component of this project. The entire
construction sequence up to this point has
been leading up to a coordinated effort to
lower the City of Dallas' water line while
maintaining a water supply to the Town of
Flower Mound.

Since Last Update
Work began on the lowering of the City of
Dallas' water line in February 2000. The four
sections to be lowered were at Heather Glen,
Heartz, Lodge and Moore. The two lowerings at
Moore and Heartz could not take place without
closing off the intersections due to the depth of
the lowering and the existing utilities. During
spring break, we allowed the contractor to close
Moore and Heartz to lower those sections of the
City of Dallas' water line. I am happy to report
that during the week of March 13-17, 2000, the
contractor made two tie-ins to the City of
Dallas' water line at Heatherglen and Lodge,
and installed the new waterline through the
intersection of Heartz and Moore. All work
associated with the City of Dallas' water line to
date has gone flawlessly.
At the March 21, 2000 progress meeting it was
noted that the next City of Dallas shut down is
scheduled for Monday, April 3, 2000. At that
time the contractor is scheduled to make the last
two tie-ins into the City of Dallas' water line
between Moore and Denton Tap.
Complaints / Concerns
Over the last few months I have been meeting
with Homeowner Association groups to discuss
landscaping/irrigation along the north side of
Sandy Lake Road from Denton Tap to Moore.
It is the City's goal to bring about the repair of
all the damaged irrigation systems along the
north side of Sandy Lake Road between Denton
Tap and Moore so that the HOA's can irrigate
the parkway areas this growing season.
In the Future
In the very near future the contractor will be
completing the sidewalk along the north side of
Sandy Lake from Denton Tap to Moore. He will
also begin the facing off of the concrete
retaining walls. It is the City's goal to select a
single material that will coordinate with both
the existing walls and brick pavers throughout
the entire project. The contractor will also be
completing additional drainage installations
along the south side of Sandy Lake and

continuing to install the 30" water line through
the MacArthur intersection into the City of
Coppell's pump station at Kimbel Court and
Village Parkway. Motorists should expect
some delays through the MacArthur
intersection as the 30" water line is being
installed. The City is attempting to get the
water line in service prior to May 15, 2000 as
it will provide greater volumes of water to the
new elevated tank on the west side of Coppell.
Below is a general outline of future sequences
of paving as provided by the contractor:
· Both north side lanes (Moore to Samuel)
· Half of the north lane (Samuel to
MacArthur) (westbound traffic, MacArthur
to Moore, will be transferred to the new
paving/eastbound traffic, Moore to
MacArthur, will remain on existing asphalt)
· Half of the south lane (Samuel to
MacArthur) (eastbound traffic will be
transferred to the new paving and the
existing asphalt paving from Moore to
MacArthur will be removed)
· Both south side lanes (Denton Tap-Samuel)
· Remainder of north lanes (Samuel-
MacArthur)
· Remainder of south lanes (Moore-
MacArthur)
The estimated timeline for completion is still
in the summer 2001 timeframe.
