ST9302-UP 990326Progn The 5* progress meeting was held on March 16, 1999. One of the main items of discussion was the closure of Heartz Road during Spring Break (March 15 March 19). There was also discussion on the installation of the 30" water line and how it will tie into a new water line beginning at Denton Tap and proceeding west to the new elevated storage tank. As always, there was discussion concerning utility relocations. water line in the same location without having to shutdown water service to the adjacent retail development on the south side of Sandy Lake. The City of CoppeH will be meeting with Dallas Water Utilities during the first week of April to discuss the lowering of the existing 30" water line in Sandy Lake Road. That work will not start for some time, but the coordination efforts involve Dallas, Coppell, Flower Mound, Upper Trinity River Water District and the contractor. Utility_ Relocations Since Last Update One concern that the City has had is the holes resulting from TU Electric pulling their power poles. For safety reasons, TU Electric has been asked to fill the holes as soon as possible. It appears TU Electric is going to stay ahead of our contractor in removing their power poles and should not cause any delays in the project. You may have noticed the new construction taking place by Frost Bank at the northeast corner of Denton Tap Road and Sandy Lake Road. This is not another franchise utility company beginning work in the area but it is a City contractor working on the installation of the 24" water line that goes from Denton Tap to the new elevated storage tank. The contractor is boring beneath Denton Tap Road to install this pipe. The City is waiting on a change order for the installation of an 8" water line on the south side of Sandy Lake and Moore Road. This water line will enable us to lower the existing 16" March 26, 1999 Ken Gri~n, Director of Engineering Approximately 850 linear feet of 16" water line from Fountain View Place through the MacArthur Blvd. intersection has been installed, tested and tied back into the City's water system. Several inlets and manhole structures were constructed on the south side from Mockingbird to Sugarberry. The installation of the City's 30" water line was begun and approximately 900 feet of the 10,000 linear feet has been installed. The 30" water ~J-~-e ~ the large concrete pipe stored along the north side of Sandy Lake. The contractor has also begun work on the concrete lined channel from Mapleleaf north to Sandy Lake Road. Approximately 25% of that work has been completed. As I am sure everyone is aware, a 48" stormdrain line approximately 20 feet deep was installed at Heartz Road and Sandy Lake Road. To safely accomplish the work, Heartz Road was closed off during Spring Break (March 15-March 19). Without the Heartz Road closure, the installation of those two facilities would have been quite difficult and somewhat dangerous to both the contractor and the public. Current Issues Other than utility relocations and some coordination issues with lowering the city's water line, no new issues have been brought to the table in the prior month. Complaints / Concerns There have been some concerns expressed by the residents who live along the concrete channel work concerning rutting adjacent to the alley section. Those issues will be addressed by the contractor and repaired to the homeowner's satisfaction. Also, there is still some dirt being placed against trees and fences along the construction area. That has also been discussed with the contractor. The City has received some inquiries concerning the contractor's intent in regard to relocating or repairing existing irrigation systems along Sandy Lake Road. The City would request that the existing condition of the irrigation systems and your property in general be documented prior to any work taking place. If there is any damage due to utility companies or the City's contractor, immediate notification to those entities or ~to the City is requested. The City does not control or direct the franchise utility companies in the relocation of their work. Our only control is over our contractor. Any damage caused by the franchise utility companies needs to be dealt with directly through the utility company. If no resolution is reached, the City would offer to inquire on behalf of the property owner to determine if the franchise utility companies will be resolving the issue. In the Future The main thrust of the contractor work in the next several months will be the installation of March 26, 1999 Ken Gri~n, Director of Engineering the 30" water line. The contractor has two crews on the project completing that work. Also, during the next month the concrete channel work should be near completion. One thing which could happen periodically in the coming months is additional road closures for installation of utilities. The City has requested that the contractor provide some idea of what future road closings are anticipated and that it be discussed in future progress meetings. If the City has adequate warning of anticipated road closures, that information will be passed on via the monthly newsletter. Also, during the coming month, Lone Star Gas will be installing gas lines from Moore Road to MacArthur Blvd. and TU Electric will continue relocating their power lines and removing their existing power poles. The City has requested an updated schedule from the contractor. It should be provided during the first part of April. Once that schedule has been provided and reviewed by the City, it will be passed on to you via the monthly newsletter. To date it is anticipated that the contractor is approximately 2 months behind schedule. However, there is still an opportunity to make up large portions of that time during other phases of the construction.
