CONSTRUCTION
Progress Meeting Held
The 4'h progress meeting was held on February
16, 1999. The main item of discussion was the
continuation of the project has been the
removal of the old TU power poles along the
north side of Sandy Lake Road. The removal
cannot take place until Paragon Cable has
relocated their lines. Paragon Cable began
their relocation on February 24, 1999 and TU
Electric will be following rapidly removing the
old power poles. This will allow the contractor
to begin construction of the 30" water line
starting at Denton Tap Road heading eastward
to MacArthur Blvd.
Utili~ Relocations
During the lowering of the 16" water line near
MacArthur Blvd., several conflicts were noted
that were not apparent on the construction
plans prior to the beginning of the project. To
insure that disrnptio~. ~f water service wa~ kept
to a minimum, the City proposed to install
several gate valves on the existing !6" water
line. Update #3 gave general locations of those
gate valves. However, since that time, it was
discovered that the 16" water line would also
have to be lowered through the MacArthur
Blvd. intersection. To facilitate the work, the
City's utility division installed a 12" gate valve
and a 16" gate valve at the intersection of
MacArthur and Sandy Lake to allow isolation
of the system with minimal water disruptiom
The 16" gate valve work was performed from
midnight until 4:00 a.m. to insure the
businesses in the area had water during

operating hours. The installation of the gate
valves by City utility crews provided direct
savings to the City of over $17,000.

Lone Star Gas continues to relocate their
facilities. There have been several inquiries
about the Lone Star Gas line ditch at the
southeast corner of Denton Tap and Sandy
Lake near CJ's Clubhouse Grill. In
conversation with the Lone Star Gas
representatives, it is anticipated that they will
be completely finished with their relocations
and restore the damaged surfaces by April.
TU Electric should be completely finished with
their relocations by the end of April.
One relocation that took place on Saturday,
February 6, 1999 was not planned. Those of
you trying to travel through the Samuel/Sandy
Lake intersection on the evening of February 6
discovered that the intersection was blocked.
High winds that evening caused a TU
Transmission power pole on the sonth side of
Sandy Lake to fall. During the course of the
fall, the TU power pole knocked down the
traffic light at Samuel and Sandy Lake. Your
patience enduring the stop signs at that location
was appreciated. Those traffic lights have now
been relocated to allow for the construction
along Sandy Lake Road.
Since Last Update
An additional 1850 linear foot of storm drain
has been installed bringing the total to 6150
linear foot. Seven inlet boxes have been
constructed, chain link fences have been

relocated at several locations a...ag Sandy Lake
Road and the traffic signals have been
relocated at Samuel, Moore and Heartz. Also,
560 feet of new 16" water line was lowered on
the east end of the project near MacArthur
Blvd. and, as previously stated, the City of
Coppell utility crews installed two gate valves.
Current Issues
At the risk of being redundant for the 4th
update, utility relocations continue to be the
main issue with the project. The unknown
conditions and surprises as we excavate to
lower the existing 16" water line, and the

Star Gas, TU Electric and Paragon Cable have
created some delays in the progression of the
project. However as previously stated, there is
light at the end of the tunnel because most if
not all of the utility relocations on this project
will be complete within the next 2 to 3 months.
I have a complaint - What do I do ?
If I failed to mention in the prior updates let
me state that I appreciate the patience already
exhibited on this project by the adjacent
residents and the traveling public. To date
there have been 27 inquiries concerning this
project. Of those 27 inquiries, only 6 have
been directly related to our contractor. The
remaining 21 inquiries have been directed
toward activities taking place or created by the
franchise utility com~an";cs relocating their
lines. Those range from sight visibility
problems to unsecured holes left in the ground.
Several of you along Sugarberry should have
received a letter from the City stating that we
are aware of some property damage to fences
during the construction of the storm drain
adjacent to the fences. Please be assured that
any damage that took place will be repaired to
a condition that is as good or better than it was
prior to construction.

In the Future
In the coming month the contractor will begin
relocating the existing 16" water line generally
located near Moore Road and Sandy Lake
Road. Installation. of the new 30" water main
will begin at Denton Tap and move eastward to
MacArthur. The important issue about the
30" water line is that it will become the main
transmission line to the new elevated storage
tank on the west side of Coppell. If you have
not noticed it yet, the tank is located south of
the Royal/Sandy Lake intersection. The tank
has a 2 million gallon capacity and should help
some water issues during the summer months.

As part of the Sandy Lake Road project, the
existing earthen channel from Mapleleaf to
Sandy Lake will be regraded and lined with
concrete. The construction of the concrete
lined channel should begin the first week of
March. This will eliminate the erosion that has
taken place along the banks adjacent to the
alleys.
