ST9302-UP 990701SANDY LAKE ROAD CONSTRUCTION Progress Meeting Held The 8t~ and 9'~ progress meetings were held on June 15 and July 20. The main item of discussion at the June 15 meeting was the process for closure of the intersection of Moore and Sandy Lake for utility installation. There was discussion concerning the sequencing of the paving operation to begin in July. At the July 20'~ progress meeting there was discussion concerning the overall cleanliness of the work area plus the remaining conflicts that are preventing the completion of all the utility relocations. The timetable for moving in on the north side for the paving phase was discussed. Utili~_ Relocations There are still several utility confficts that are preventing the completion of the utility relocations by the franchise utility companies along Sandy Lake Road. I have contacted representatives of the franchise utility companies to discuss timetables for the completion of the relocation of utilities and resolutions to any conflicts. If these issues are not resolved in the very near future, additional meetings with the utility companies wifl be scheduled to attempt to bring closure to the relocation of all the franchise utilities along Sandy Lake Road. _Since Last Update Since the last update, approximately 1,970 l,.'near feet of 30" water line has been in~_a_lled July 1999 Ken Griffin, Director of Engineering from Trailwood to just east of Moore Road. As you are aware, the installation of the 30" water line through Moore Road necessitated the closure of Moore Road at Sandy Lake. The roadway reopened on July 27a. In conjunction with the 30" water line, the lowering of the 16" water line was completed through the Moore Road intersection. The contractor also installed 409 linear feet of storm sewer laterals at several locations from Trailwood to Denton Tap. The channel section at the southwest corner of MacArthur/Sandy Lake was completed with the installation of the hydro mulch. It is the contractor's responsibility to insure that the hydro mulch takes hold and grows. The contractor has also uncovered and located the existing 30" City of Dallas water line in 20 locations. This was performed to insure the accuracy of the as-built plans to the actual location of the water line. A large portion of the Dallas Water line will have to be lowered. The latest schedule shows that the lowering should take place in about one year Current Issues. In late July the contractor moved in his paving equipment and began the rough excavation for the outline of the roadway. The general location of the north side (west bound) lanes near Iteartz Road is now visible. A traffic control and paving plan has yet to be submitted to the City, but the Projea gl' 95-02 contractor has indicated that the paving operation will generally begin at Denton Tap and proceed to Moore Road as Phase H-North Paving as shown on the schedule provided in Update #6. According to that schedule, the contractor should have the rough grading completed by the middle or end of August with actual paving operations to begin by the middle to end of September. Those dates differ slightly from the dates on the schedule due to delays caused by conflicts with the 16" water line lowering. Sandy Lake Road will be kept open to through traffic at all times during the paving operation. However, at various times during the paving operation traveling along Sandy Lake Road could be delayed. If the weather holds out and no major problems arise during the paving operation, it is anticipated that traffic from Denton Tap to Moore Road will be switched to the new paving before the end of this year. Complaints / Concerns The main concern that has recently been brought to the City's attention is the overall cleanliness of the project. During any construction project, debris from the excavation and removal of existing facilities will be stockpiled for a short period of time before being removed from the project site. In this particular case, the City had requested that the contractor remove the various stockpiled items of debris from the project. Indication was that those items would be removed during the last week of June or the first week of July. When that did not happen, the City took a more active approach to the cleanliness of the project and the contractor has removed a substantial portion of the debris from the project: The City will continue to monitor the cleanliness of the project. However, we understand that it is not always feasible to stop operations to remove debris from the project. In the Future With the rdocation of utilities, various side streets will be closed periodically. Typically, any July 1999 Ken Griffin, Director of Engineering side street closures for construction purposes are only closed after 9:00 a.m. and must be reopened before 4:00 p.m. There have been situations, such as Heartz and Moore, where it was not feasible, due to the depth and amount of work, to safely reopen the road each day. Each of those closures had prior warning signs indicating the timetable when the road would be closed. In addition to Heartz and Moore, it is anticipated that sometime prior to the start of school, Woodcrest Lane will be closed for approximately 7 days to allow for utility relocations. Notification and signage will be provided prior to the closing. The City of Coppell appreciates your patience in allowing the contractor the flexibility to safely perform relocations by closing off various roads. At the next progress meeting on August 17, 1999, we should have more detailed information from the contractor on how he will proceed with the paving operation. Once the City and the contractor have agreed on how to proceed, that information will be conveyed to you via the newsletter.
