Progress Meeting Held
The 6th and 7th progress meetings were held on
April 20th and May 18th. The main topic of
discussion in both progress meetings was the
lowering of the 16" water line at various
locations along Sandy Lake Road.
Utility Relocations
TU Electric has nearly completed their
relocations along Sandy Lake Road. Paragon
Cable still has fiber optic cable to relocate from
Moore Road to MacArthur Blvd. which may
impact the operation of the traffic light at the
Moore/Sandy Lake intersection. Lone Star Gas
continues their relocations. There have been
several issues raised about the work area after
Lone Star Gas has performed their relocations.

necessary repairs. Our latest estimate is that
utility relocations will be complete by the end of
June.
Since Last Update
Since the last update, approximately 1574 linear
feet of 30" water line has been installed from
Denton Tap to east of Trailwood. Also,
approximately 300 linear feet of 16" water line
has been lowered. About 180 feet of the 16"
water line lowering took place near the Minyard
Shopping Center. Prior to that lowering, a
temporary water service was installed to ensure
that the new shopping center on the north side
of Sandy Lake had fire protection during the
lowering of the 16" water line. About 120 feet
of the 16" water line lowering was at Moore
Road. Prior to that lowering, a permanent

water line was installed on the south side of Sandy
Lake to provide water service to the shopping
center at the southeast corner of the Moore
/Sandy Lake intersection. Also, the coacrete
channd on the east end of the project has been
completed. However, there is still minor work to
be completed such as grading around the channel
and hydromulching.
Current Issues
As previously mentioned, approximately 120 feet
of water line has been lowered in the Moore Road
intersection. The overall lowering at Moore is
approximately 200 linear feet. However, the last
80 feet is at best a challenge. Since the beginning
of the project there has been apprehension about
working in the Moore/Sandy Lake intersection
due to the number of existing utilities. Even after
uncovering several of the utilities to verify
locations, reviewing as-built plans, etc., utilities
underground are stiN. not as we expected. The
majority of the May 18'~ progress meeting was
spent discussing how to accomplish lowering the
last 80 feet of the 16" water line, without totally
shutting down the Moore/Sandy Lake intersection
to traffic. Current conflicts include an existing 5'
x 2' box culvert, existing sanitary sewer manhole,
existing 16" gas line and potentially other utilities
that may or may not be in conflict as we proceed
eastward. Several designs have been provided to
Lone Star Gas Company to cross over the existing
gas line. Our last design has been approved; ff
there is no variation in the actual installation of
the gas line from what the plans show. To
accomplish the crossing of the existing 5' x 2' box
culvert several sections of the existing box culvert

have to be removed and replaced with the
permanent 66" reinforced concrete pipe. The
pipe is approximately 7' feet lower than the
existing box. However, to ensure proper
drainage there still has to be a transition from
the box to the pipe. This will require work in
the Moore /Sandy Lake intersection. The
sanitary sewer manhole will be removed and the
sewer line repaired. There are manholes both
north and south of this manhole to ensure
proper cleaning and access to the sewer line. If
the solutions to the problems work in the field,
it is anticipated that the 16" water line lowering
through the Moore/Sandy Lake intersection will
be completed by May 26~. Testing of the 16"
water line will then take place and if all items
pass it could be put back into service as early as
May 28~.
Complaints / Concerns
Any complaints or concerns should be addressed
first to Start Phillips, the City's project
inspector. Once Start has received notice of an
issue normally it can be resolved. If not, he
then forwards the issue to my office for my
involvement. Some issues such as damage by
the franchise utility companies are not as
rapidly resolved, as those companies work
under a franchise agreement and have the right
to install their facilities within the City's right-
of-way. They do not work under the direct
supervision of the City of Coppell nor do they
supply plans or schedules to the City on their
anticipated work. If you are unsuccessful in
resolving an issue with the franchise utility
companies please feel free to contact either Stan
Phillips or my office and we will contact the
utility companies on your behalf. Please
understand that we are not always entirely
successful in getting the utility companies to
rapidly respond to your request. Damage,
which no one takes responsibility for, takes
longer to address. Your patience in allowing the
City to resolve these issues is appreciated.
In the Future
Contractor will continue to work on the 16"
water line lowering. Once they complete the
Moore Road section, the Samuel portion still

has to be lowered. Concurrent with lowering the
16" line, the contractor wm continue to work on
the 30" water line. We have tried to minimize
any side street closures from 9:00 a.m. to 4:00
p.m. only.
A copy of the updated project schedule is being
provided with this newsletter. Use the schedule as
a general guideline, as the schedule has already
been delayed approximately 3 weeks because of
utility conflicts in the Moore/Sandy Lake
intersection. The schedule shows the contractor
will begin setting up for the north side paving
sometime in July, but according to the contractor
it will be closer to the ~rst part of August.
Our June 15"' progress meeting will be focused on
the north side paving and traffic control. The
traveling public will be inconvenienced during the
paving of Sandy Lake Road by virtue of the
equipment working along the shoulder of the
road, any transition from the old paving to
temporary paving and potentially any detours
necessitated by the paving itself. As always we
will strive to work with the contractor to ensure
that any inconveniences are kept to an absolute
minimum.
