The first phase of the Sandy
Lake Road construction project is
underway. If you're driving in the
vicinity, you may notice:
The contractor installing some
storm drain pipe on the north
side between TraiIwood and
Lodge and Meadowrun to the
Kroger Shopping Center,
· The relocation of several man-
holes between Denton Tap and
Heartz Rd.,
· And, removal of trees.
The project is broken down into
several phases.
Oct. '98 - Spring '99- install new
16" and 30" water lines.
Spring '99 to Early 2000 - Paving
of the two north lanes, reconstruc-
tion of driveways, sidewalk installa-
tion, cleanup and grass placement.
Fall '99 to Winter '99 - Relocation
of portion of existing 30" Dallas
Water Utilities line serving Flower
Mound.
Summer 2000 - Traffic Switch -
traffic will switch from the existing
asphalt to the new north concrete
lanes.
Summer '00 to Fall '00 - relocation
of any utilities on the south side, ad-
ditional DWU water line reloca-
tions, storm drain installation and
sanitary sewer relocations.
Fall '00 to Early 2001 - Paving of
the two south lanes, reconstruction
of driveways, sidewalk installation,
cleanup and grass placement.
Spring 2001 - completion of the
signal lights at Heartz, Moore and
Samuel, additional fence reloca-
tions, pavement markings and
punch list items.
Expect some disruptions to traf-
fic depending upon the location and
the work being done. Your patience
with this project is greatly appreci-
ated.
OTHER ROAD PROJECTS
Wrangler Drive
Improvements to Wrangler Drive
continue. Parents of CMSW stu-
dents are reminded to seek alternate
routes.
Denton Tap North
Improvements including a new
six-lane bridge and roadway will
help the north/south traffic flow
when completed. The project
should be completed by the summer
of '99.

CRDC UPDATE
Thc Coppell Recreation Devel-
opment Corporation (CRDC) was
founded to steer a variety of park
projects voters agreed to fund
through the passing of a half-cent
sales tax in May, 1996. Here are
the highlights of the past meetings:
Nov. 10 meeting
· :. Set a Public Heating to receive
input on the sale of bonds for
the aquatic/recreation center to
be scheduled in Jan.,
· :. Agreed to change bylaws stating
that the annual meeting would
be held during the regular Nov.
meeting.
Nov. 16 meeting
· ~- Discussed Annual Project De-
velopment Plan. This document
is a list of accomplishments and
future goals. Document re-
quired by bylaws.

CABLE CH. 19 TO AIR
SUBSTANCE ABUSE
FORUM
The Coppell Substance Abuse
Forum, held on Nov. 2, drew a
crowd of about 225 people to Cop-
pell Middle School West to leam
about substance abuse from two
well-known speakers. Dr. Larry Al-
exander, a Dallas area emergency
room physician, and Belita Nelson,
founder of the Starfish Foundation
and mother of a recovering heroin
addict, spoke to a captive audience
about the dangerous effects of her-
oin use, drinking and driving, and
gateway substances that can ulti-
mately lead to substance abuse.
An unedited version of the fo-
mm (less the question and answer
period) will air on cable channel 19
through the month of December
every Monday evening at 7 p.m.

The city of Coppell s
Finance Department has been
awarded the Certificate of Achieve-
ment for Excellence in Financial
Reporting by the Government Fi-
nance Officers Association of the
United States and Canada for its
comprehensive annual financial re-
port (CAFR).
The Certificate of Achievement
is the highest form of recognition in
the area of govemmental account-
ing and financial reporting. The
CAFR has been judged by an im-
partial panel to meet the high stan-
dards of the program including
demonstrating a constructive "spirit
of full disclosure" to clearly com-
municate its financial story and mo-
tivate potential users and user
groups to read the document.

Bring your unflocked, undeco-
rated trees to the dumpsters be-
tween Dec. 20 and Jan. 11. Free
mulch from the trees will be avail-
able the week of Jan. 11. Bring
your own container. Trees from
commercial businesses will not be
accepted. This program is for Cop-
pell residents only.
