Howell/Bullock Drainage & Pavement Improvements
The following is a status report of the above referenced matter and
a re-cap of what has transpired since June 25, 1991.
On June 25, 1991, Mike Freestone and Roy Cox, residents
on Bullock Street, appeared before Council and spoke on
behalf of the Homeowners. They addressed the concerns
for drainage, road conditions and police service in the
area. After discussion from Council, staff was asked to
look into what cost would be involved in correcting the
concerns expressed by these residents. (see attached
minutes)
On August 16, 1991, during the budget workshop, staff
recommended several streets in the city for pavement
improvements. On Howell and Bullock Streets it was
determined that drainage improvements would be necessary
if resurfacing was to be effective.
On September 24, 1991, Council approved the
recommendation by staff of the pavement and drainage
improvements as part of the operating budget for fiscal
year 1991-92.
Staff contacted the County the beginning of the fiscal
year and requested cost estimates for drainage work and
asphalt overlays. It was staff's desire to utilize the
County through our inter-local agreement to maximize
budgeted funds.

In February, 1992, staff was informed by the County that due
to weather related conditions and commitment to other projects
which were previously scheduled, the work on Howell and
Bullock Streets would have to wait an additional 60-90 days.
Realizing the effect this delay would have on this project,
staff decided to seek alternate sources to perform the
drainage work on Howell and Bullock Streets.
Advertisement will take place February 28, 1992, and bids will
open March 10, 1992, with recommendation to award contract to
City Council March 24, 1992.
The drainage improvements are anticipated to take 14-21 days.
After this period, the County should be through with earlier
commitments and be ready to move on site to perform pavement
improvements.
Staff sent letters to the residents of Howell and Bullock Streets
informing them of the project status. City representatives will be
contacting them on an individual basis during the next two weeks to
discuss this project and how it relates specifically to their
residence.

The City Council convened into Executive Session at 6:06 p.m. on Tuesday, May 25, 1991 as
allowed under the above stated articles. Mayor Wolfe adjourned the Executive Seesion and
opened the Regular Session at 6:30 p.m.

Councilman Weaver moved to approve the minutes of June 10, 1991 and June i1, 1991·
Councilman Morton seconded the motion. The motion carded 5-0 with Councilmen Weaver,
Morton, Cowman, Robertson and Nelson voting in favor of the motion.

Citizen's Appearances
Those citizens who wished to speak during this time included:
A)
Mike Freestone of 809 Bullock stated that he came before Council in behalf of
himself and other homeowners on Bullock Street. He presented a petition to
Council and outlined the concerns of the homeowners in regards to drainage and
road conditions on Bullock Street. He voiced concern over possible health
problems due to water which would stand for long periods of time, sometimes
weeks. He stated that he did not feel there was adequate police patrol in the
neighborhood.

Roy Cox of 817 Bullock reiterated the concerns he had regarding Bullock Road
and drainage on the street, stating that water sometimes comes to within one inch
of his home and also voicing concern over possible health problems and insect
problems with water which stands for long periods of time.
Mayor Wolfe stated that Staff would be asked to look into what costs would be involved in
taking care of these concerns, asking that Staff also take a look at the drainage program of
Pinkerton School.

Consider appointments to Boards and Commissions to fill vacancies as declared
under Section 8.04 F of the Home Rule Charter:
A. Library Board - regular term to expire October, 1992
B. Building and Standards Commission - alternate term m expire October, 1991
C. Board of Adjustments - alternate term to expire October, 1992
Councilman Weaver moved that Dale Griffiths be appointed m the Library Board to fill the
regular term which will expire in October, 1992; Mark Weisenbach be appointed m fill the
Building and Standards Commission alternat,~ ;erm which will expire October, 1991; George
Frnka be appointed to fill the Board of Adjustments alternate term which will expire October,
1992. Councilman Morton seconded the motion. The motion carried 5-0 with Councilmen
Weaver, Morton, Cowman, Robertson and Nelson voting in favor of the motion.
Item 9
Briefing by Larry Jackson, City Attorney, on one-half cent sales tax (House Bill
916).
Councilman Morton moved that this item be postponed until the Council meeting of July 9, 1991
in order that all members might have the opportunity to be present. Councilman Weaver
seconded the motion, The motion carried 5-0 with Councilmen Weaver, Morton, Cowman,
Robertson and Nelson voting in favor of the motion.
