SUBMITTED BY: TITLE: g/Public Works &TY COUN STAFF COMMENTS: In an on-going effort to improve the water system, the City of Coppell is extending the 30" water line, recently installed up to the intersection of MacArthur and Sandy Lake, to the pump station at Village Parkway and Kimbel Court. This project will allow us to have an almost direct feed from our pump station to our new 2 million gallon elevated storage tank at Northpoint and Royal. Our goal is to have this project complete and the water line operational by the time our peak usage begins. This water line extension was previously identified in the Water and Sewer self-fimded Capital Projects. To avoid existing utilities and proposed utilities within the intersection of Kimbel Court and Sandy Lake Road, it is necessary to construct this 30" water line in the existing Kimbel Court roadway section. Because of the current state of the roadway and the width of the roadway, it is not possible to maintain traffic on the roadway during the construction of the 30" water line. Therefore, with the approval of this Change Order staff is also recommending that Kimbel Court from Village Parkway to Sandy Lake Road be closed during the construction of the water line. The contractor estimates 30 calendar days for this work. Therefore, staff anticipates Kimbel Court will be closed approximately six to eight weeks. Staff recommends approval of Change Order ~ in the amount of $207,256.90 to Ed Bell Construction Company and closing Kimbel Court during the construction of the water line. Our prices include an $8.46 per LF price increase for the 30" RCCP water line, cost for the additional survey required, cost for the additional clean up, and cost for the additional bond premium. Due to the location of the water line, we have priced this work with the assumption that Kimble Court AN EQUAL OPPORTUNITY EMPLOYER 'Page 2 Sandy Lake Road Reconstruction Re: 30" RCCP Water Line Extension can be closed; therefore, we have not included any temporary patching of Kimble Court. After the water line has been tested, EBCC would repair the existing subgrade and have 4" of HMAC laid to restore the roadway. Our prices specifically exclude repair or replacement of the existing rock "retaining walls" between MacArthur and Kimble Court. For simplicity, we attempted to maintain the prices for the existing pay items at their contract amounts; however, the cost increase for the 30" RCCP necessitated increasing our price for that item. The labor, equipment, and other material costs for the existing pay items were not increased. The remaining overhead increases were distributed on the 30" RCCP water line item and the four new pay items. We will need an additional 30 calendar days to complete this work.
