The following are our responses to the comments. fa. ~l~.OJ~l. COMMENT.' The typical roadway width is 27 foot back of curb to back of curb, not 28 foot. ¥~ -l\~n_,~,~ RESPONSE: The typical section shows that the project is 2.12.5 ft. lanes, with a 3 ft. bike lane'~ ' which equals'28 ft. The City of Coppell Standards show that the typical section for this arterial ( should be 25 ft. wide, which we have complied with. The 3 ft. bike path was added during the project. COMMENT: The City's Sandy Lake Road plans show that the existing 16" water line needs to be lowered. The 16" water line should be shown in your profile to insure that there are no conflicts with the proposed improvements. There is also a City of Coppell proposed 30" water line that should be shown on your plans to insure that it does not conflict with the proposed improvements. RESPONSE: Will comply. COMMENT: The transition to the free right lane is shown at approximately Sta. 17 + 42 on the City of Coppell Sandy Lake Road plans. In essence, the transition should begin in your section not in the City of Coppell section. Our roadway eastbound as we approach this section of Sandy Lake is only 27 foot back to back, not 40 foot back to back, as shown. RESPONSE: This is a change. All previous submittals have shown no transition to a free right mm lane. Prior coOrdination showed the transition on Kimley-Hom's plans. e COMMENT: The top of curb elevations as shown do not match the top of curb elevations in the cross sections. RESPONSE: All elevations will be checked and corrected as required. COMMENT: The approach grade on the City of Coppell Sandy Lake portion is 3.54% and the beginning grade on this section is 3.89%. Is that an instantaneous change or an error in the grade? RESPONSE: This is a change. Prior coordination showed a 3.89% grade on Kimley-Horn's plans. Please provide final resolution as to who will be required to change their plans. COMMENT: The note at Sm. 17 + 50, that states "begin brick pavers" should be removed; the pavers should only be at the nose of the median. RESPONSE: Will comply. 0 COMMENT: The intersection at MacArthur Blvd. and Sandy Lake Road should be a full brick paver intersection, not a banded intersection as shown. RESPONSE: Will comply. Se COMMENT: The radius at the intersection should be 40 foot, not 50 foot as shown. RESPONSE: This is a change. Our previous submittal had the radius at the intersection at 40 feet. The radius at the intersection were increased per comments from previous submittal. 50 foot radius provides better turning space for the design vehicle. Please provide final resolution. e COMMENT: The traffic signal poles and controller location should be shown on the plan view to insure that they do not conflict with any other improvements. RESPONSE: Will comply. 10. COMMENT: Kimbel Court. RESPONSE: turning radius. The left mm lane for Kimbel Kourt ends approximately 35 feet away from Why? It appears that it should be lengthened approximately 25 feet. The left turn lane ends at the location shown on the plans to provide for a 50 feet We will provide 40 feet turning radius and increase the storage to 50 feet. 11. COMMENT: The 50 foot elevation should be provided at Sta. 22 + 50 and 23 + 50. RESPONSE: Will comply. 2 12. COMMENT: The transition from Sra. 24 + 11.82 to approximately 25 + 40 shows what appears to be a curb line. Is it in fact an asphalt curb, striping or buttons? RESPONSE: Curbs are not provided along the transition, see typical section and cross sections. 13. COMMENT: The contract between Sverdrup and the City of Coppell states that the deliverables for the Sandy Lake sewer design is plan and profile drawings and a parcel site plan at the Sandy Lake Road lift station. The site plan should show the sewer line interface and connection requirements at the pump station. The parcel site plan and the profile are not provided for the proposed 21" sewer line. That information should be provided. RESPONSE: The sanitary sewer plan and interface with the pump station will be shown on the Sandy Lake Roadway Improvements from Kimbel Kourt. to City of Coppell East City Limits. The As-Built information received from the City is inadequate and shall require a survey. This survey was not included in the fee proposal as stated in the contract between the City of Coppell and Sverdrup. Per the contract, a fee proposal will be submitted to the City of Coppell to complete required field surveys, in order to complete the above request and sewer design. 14. COMMENT: Please comment as to why the removal of the section of MacArthur Blvd. north of Sandy Lake starts at Sta. 3 + 05 and 3 + 60. Is it possible that both of those could start at the transitions to the inlets? Also, with a steeper grade on both sections, i.e. around approximately 2 % as opposed to 1.6%, it appears that trees and the existing brick wall could be saved. They also might be salvageable under the existing design when your cross sections are corrected. It appears that the cross section at Sta. 3 + 60 on MacArthur is incorrect. RESPONSE: It appears that the same grade from MacArthur northern road was being maintained. Since the design is adequate, our desire to keep the present slope rather than make a change to several plan sheets, is preferred at this stage of design. Also, cross section 3 + 60 was drawn incorrectly. When drawn correctly, the sign and trees are not impacted. 15. COMMENT: No cross sections were provided for the section of MacArthur south of Sandy Lake from Sta. 6 + 06 to approXimately 8 + 50. Is there a grade difference that would necessitate the removal of trees or will some type of retaining wall be needed? RESPONSE: From Sta. 6 + 06 to 8 + 50, the roadway improvements are to match the existing pavement elevations as shown on the typical section. Therefore, cross sections will show redundant information, which is already shown on the typical sections. The grade difference is only 2.5 inches, which would not require tree removal. However, tree removal is. required because of the lef~ turn lane required by the City. 16. COMMENT: The drive approach at Sta. 17 + 46 appears to be steeper than necessary. It is quite possible that the removal and replacement may need to extend to Sta. 0 + 87, as opposed to 0 + 74. RESPONSE: The limit of 0+ 74 is to the proposed slope easement. To continue the reconstruction of the driveway to 0 + 87 is additional pavement and curb removal which is 3 unnecessary and adds cost to the project. provide final resolution. The slope complies with the City's Standards. Please 17. COMMENT: The driveway located at Sra. 24 + 37 appears to be steep. It is quite possible that the replacement may need to extend to the proposed right-of-way line. RESPONSE: The driveway shown on the plans is temporary. The final driveway extends to the right-of-way line. The temporary driveway slope can be extended to the right-of-way if desired, but it will be removed later. 18. COMMENT: The cross section shown at Sta. 3 + 40 on MacArthur probably should be 3 + 90. RESPONSE: The cross section shown at Sta. 3 + 40 is on Kimbel Kourt. 19. COMMENT: The cross section shown at Sta. 4 + 15 on Kimbel Kourt doesn't match the profile view. Several numbers are given as 454.36, however, the actual elevation appears to be closer to 447.4. RESPONSE: Will correct. 20. COMMENT: The drainage pipes discharging into the channel on the south side of Sandy Lake should discharge more with the direction of flow i.e. approximately a 45' discharge if possible as opposed to a 90° discharge. RESPONSE: Based on the size of the culverts, the operation of the outlets are functional. Generally, if the culvert outfalls into a bar ditch, the angle is 45° , however, in a wide channel, a 90° connection is acceptable. Any revisions will be considered extra work. Please provide final resolution. 21. COMMENT: The hydraulic grade line should be shown on all storm drain systems profiled, along with the pertinent hydraulic information. RESPONSE: Will comply. 22. COMMENT: Details for the street name blade should be provided. RESPONSE: Will comply. 23. COMMENT: The signal heads on the traffic lights should align with the lanes. There should also be a light provided for each lane. RESPONSE: Will review and make any necessary changes. 4 r ~ .... !r' !' ~ I I ! 24. COMMENT: Are advance detectors going to be provided for the traffic lights on north and south bound MacArthur Blvd.? It appears that they may be needed. RESPONSE: Will provide. 25. COMMENT: The opticom is not to be provided by the City of Coppell. It is part of the signal installation and should be provided as part of an overall turnkey signal installation by the contractor. RESPONSE: Will comply. 26. COMMENT: When additional traffic lights are added, it is quite possible that the mast arms as proposed may be too short. Also, cable and signal heads will need to be recalculated RESPONSE: Will review and make any necessary changes. 27. COMMENT: Typically, any mast arm over 36 feet requires a 36" diameter drill shaft. This is even shown on the TxDOT Pole Foundation sheet included with these plans. RESPONSE: Will correct. 28. COMMENT: diagram. RESPONSE: It appears that the ground boxes A & C do not match what's shown on the Will correct. 29. COMMENT: pavers.. RESPONSE: Pull boxes and the controller should be relocated outside the limits of the brick Will change. 30. COMMENT: The first loop detector for westbound Sandy Lake should be relocated west of Kimbel Kourt, so turning movements onto Kimbel Kourt do not activate the MacArthur traffic light. RESPONSE: Will correct. 31. COMMENT: Please be advised that the City of Coppell does not use the standard TxDOT traffic signal structure. The City of Coppell mast arms should be used. RESPONSE Will correct and note City of Coppell mast arms. 32. COMMENT: It appears that most of the cross sections as provided do not match the profiles. The top of curb elevations given on the profiles are different than the top of curb elevations given on the cross sections. RESPONSE: All of the cross sections were checked out and appear to be correct, except Sta. 3 + 60 on MacArthur Blvd. See comment 35. Median elevations shown on the profile at Sta. 23 + 00 will be revised. 33. COMMENT: It appears that at several locations, the transition from the sidewalk to the existing channel on the south side of Sandy Lake Road is approximately 2 to 1. This is too steep. RESPONSE: Will review and make any necessary changes. 34. RESPONSE: Will review and make any necessary changes. 35. COMMENT: The elevation for the cross section at Sta~ 3 + 60 is incorrect. The cross section as shown shows you are cutting approximately 1 ½ foot out of the median of MacArthur north of Sandy Lake, which would eliminate all of the trees, the brick sign, etc. However, upon investigation, it appears that the top of curb as shown on your cross section is incorrect. The profile shows the top of curb as 455.8, while you are showing the top of curb elevation at 454.12. Please reevaluate and correct this. RESPONSE: Will evaluate and correct as needed. 36. COMMENT: Please provide cross sections from Sm. 6 + 06 to Sm. 8 + 50 along MacArthur Blvd. south of Sandy Lake Road. RESPONSE: See comment 15. cc: 011889 Correspondence Kma Griffith, City of S.
