Grfff'm, P.E., Dir. of Engineering/Public Works ~'~ From: Date: April 13, 1999 RE: Sandy Lake Road bridge construction The contractor for the Sandy Lake Road bridge construction, along with representatives from Dallas County and the City of Coppell, have met concerning the construction of the bridge over the Elm Fork of the Trinity River. The contractor is at a point where he needs to have shipped in 12 120-foot long bridge beams. By virtue of process of elimination of various routes through Carrolton, utilizing S.H. 635, I.H. 35E, S.H 121 Bypass, etc., the contractor and the bridge beam manufacture have eliminated all routes except the intersection of Denton Tap and Sandy Lake Road. It is the contractor's desire to truck in the bridge beams and stage them along Denton Tap Road and when the contractor calls for the first beam to have police stop the traffic at Sandy Lake and Denton Tap to allow the driver to maneuver through the intersection proceeding east along Sandy Lake Road to the bridge. The contractor has indicated that each time a beam goes along Sandy Lake Road to the bridge it will be approximately 5 plus minutes with the traffic stopped. There are 12 beamn to bring through and the operation itself would take approximately 2 - 4 hours of intermittently stopping the traffic at the Denton Tap / Sandy Lake Road intersection. The Engineering Department is still waiting on traffic control plans, verification that the other routes have been eliminated and verification that the route through the Denton Tap / Sandy Lake Road intersection will work. We have spoken with Dallas County about having the contractor rent changeable message boards prior to the trucking in of the beams to alert the motorists to expect 5 - 10 minute delays intermittently throughout the day. Contractor has been told that no traffic will be stopped on Denton Tap or Sandy Lake except between 9:00 a.m. and 2:00 p.m. This gives the contractor a five-hour window to bring the beams through. Until we officiaily have all the pieces to the pnzzle, thi~ department has not committed to anything at thi~ time concerning the trucking in of the beams through Coppell. However, ff this becomes the only viable route and we realize that they will be brought through Coppell, then our goal at that point is to minimize the impact on the citizens and City of Coppell.
