Box 478 Coppell, Texas 75019 214-462-0022 July 19, 1997 Re: Sandy Lake Road/MacArthur Blvd. Intersection/ST93-01 Dear Mr. Brown: Thank you for your recent letter and your interest in issues facing the City of Coppell. You specifically have asked about plans for the Sandy Lake Road/MacArthur Blvd. intersection. That intersection is currently being designed by Dallas County as part of a 1991 Bond election. Dallas County is designing Sandy Lake Road from MacArthur Blvd. to 1-35 in Carrollton. The first phase of that project is the bridge over the Elm Fork of the Trinity River between the Harrington Bait Shop and McInnish Park. However, that project has been delayed pending some additional permits from the federal government. The MacArthur Blvd./Sandy Lake Road intersection and the portion of Sandy Lake Road within the City of Coppell has been under design by Dallas County for approximately 2 to 2 1/2 years. Before the project can begin, the City of Coppell must acquire approximately 40 parcels of right-of-way. The City of Coppell has not been provided the appropriate documents to begin the acquisition of right-of-way. Once we have received those documents, it will take approximately six to twelve months to acquire the right-of-way and then six to twelve months to perform utility relocations before the project can begin. Therefore, best case, this project could begin in late 1998. However, more realistically, it will begin sometime in 1999. I also share your concern that this intersection operates less than efficiently. Modifications have been made through the years by the City of Coppell, with the most recent one being the dedicated right turn lane for east bound Sandy Lake Road onto MacArthur Blvd. This was constructed approximately four years ago. I have forwarded your letter to my Traffic Signal Technician and my staff Engineer whose primary duty is traffic control. I am asking each of them to investigate the intersection to see if something can be done in the interim period to provide a more efficient and potentially safer intersection. Again, thank you for your interest in this intersection and if you should have any additional questions please feel free to contact me at (972) 304-3679. Sincerely, K~neth M. Griffin, P.E.
