60% Review Comments
Dear Abel:
We have reviewed and dispositioned the comments received from the City of Coppell (dated May
20, 2996) and Dallas Water Utilities (dated July 18, 1996). We are still awaiting comments from
other utility companies, which we hope are forth coming. Attached is the disposition of the
comments.
In general, most comments are straight forward and can be incorporated into the plans easily.
However, some items require the County's attentioa and deliberation, so that a final decision can
be made. Due to the period of time that the review has taken, and the issuance of new ideas and
requirements fi-om the City of'Coppell, some comments require additional engineering and create
numerous revisions to the plans. These items have been noted in the disposition comments.

discuss them in order to provide closure to this phase of the project and move onto final design.

RE: Sandy Lake Road Project / ST 93-01
Question: As part of this project a sanitary sewer line is to be designed from MacArthur Blvd.
east to the Sandy Lake Road li~ station.
Answer:
Design of the sanitary sewer will be completed on a forth coming submittal for the
sewer, street lighting and signalization.
2. Question:
At the beginning of the project on the north side of the road there will be an
existing driveway for the Kroger Store that needs to be shown on these plans. I
have provided a copy of the dimensional control plan to show the approximate
location. If you need additional information please contact me.
Answer:
County of Dallas will provide survey information and the redesign of the project
adjacent to the Kroger property will be completed This work would be
considered additional design work.
3. ' Question: Is the ownership shown on Sheet 6 on the south side of the road correct? Doesn't
this belong to the City?
Answer: The ownership will be checked by AB&A and revised as needed

The fight-of-way comer clip shown at the northwest comer of MacArthur Blvd.
and Sandy Lake Road intersection was dedicated when the Kroger property was
platted. I have included a copy of this plat for your use.

5. Question:
Indicate the location of new pull boxes and conduit for the proposed upgrade of
signal lights at the MacArthur Blvd./Sandy Lake Road intersection and the future
signal lights at Riverchase Drive/Sandy Lake Road intersection.
Answer:
The pull boxes and conduit will be shown on the signal plans .for
MacArthur/Sandy Lake Road intersection. The intersection at Riverchase and
Sandy Lake Road is not included in the project.

The City would like to discuss the possibility of eliminating the most westerly
driveway on Sandy Lake Road for the Stop-in-Go and relocate it on MacArthur
Blvd. Also, the City would like to look at a possible right mm lane for east bound
traffic turning north onto MacArthur Blvd. (see Sheet 7).
Answer:

There question on how the parking lot for the retail strip located at the
northwest comer of Kimbel Court and Sandy Lake Road drains. Please provide
a drainage plan showing how the site will drain when the road is raised in front of
this property. Will there need to be any offsite drainage modifications (see Sheet
7)7
The site drains to the inlets at each corner of the property. To provide a setnzrate
drainage plan would be considered additional design work. The offsite drainage
has been provided by the inclusion of drainage inlets at the corner of the
property.
There needs to be discussion about increasing the proposed radius for driveways
into commercial sites.
In order to increase these radii, the structures would need to be modified or the
alignment of the roadway shifted Either option wouM be considered additional
design work.
The proposed low point inet located between the two existing driveways into the
Landmark Nursery may conflict with what I discussed with you about eliminating
one driveway into the nursery and moving the other driveway to where it would
be across the existing driveway into the shopping center on the south side (see
Sheet 8).
Driveways were located based on existing conditions and to completely modify
these driveways wouM be considered additional design work.
There are some proposed low point inlets which need to be moved so that they do
not conflict with locations of proposed driveways.
We do not have any information regarding additional proposed driveways, so the
inlet will be moved if a plat is submitted showing the extra location of the
driveway. To move the inlet would require revision to the profile which is
considered extra work.
Provide the percent slope of all driveways on the plan and profile sheets.
This information is provided on the driveway proJ~les (sheets 20-26). A note to
clarify location of driveway profiles will be added to General notes.
Is the fight-of-way on the south side of Sandy Lake Road shown on Sheet 9
correct? It would seem like everything north of the drainage easement should be
fight-of-way.

Is there anything to be gained by using a 3/8"/foot cross slope instead of 1/4"/foot
cross slope?
No, to use ~ "per/foot is standard practice and to change to ~/~"per/foot would
result in a design change.
What happens to the two existing driveways at approximate Station 38+107
Each property only gets 1 driveway entrance if it is residential.
On Sheet 11, the proposed concrete retaining wall on the northwest side of the
culvert appears a though an easement may be required.
The channel easement needs to be determined and the appropriate easement
added if required
In regards to the proposed free right mm lane to Riverchase Drive beginning at
approximately Station 48+00, please provide a curbed 100' transition.
A 100' curbed transition will be provided
It may be necessary to pull the western median nose back at the Sandy Lake
Road/Riverchase Drive intersection to provide enough room for left tums from
Riverchase Drive onto Sandy Lake Road. Please verify with turning radius
templates.
Noses have been placed to accommodate a WB-40 design vehicle with a 40'
turning radius. They will be revised to accommodate a WB-50 design vehicle.
There is a question in regard to how the existing fight-of-way was established.
Please provide information on the existing right-of-way.
AB&A will provide information.
The proposed location of the driveway shown at approximately Station 56+10
needs to be moved so that it is in line with the proposed street right-of-way for this

Will th sting Coppell entry sign located at approximately Station 57+50 be
moved?
In order to maintain a required 4:1 slope the toe of the slope is anticipated to
impact the Coppell brick sign, which requires it to be moved. However, by
waiving the 4:1 slope requirement adjacent to the sign to a 3:1 slope, the sign
would not require relocating.
The location of storm drainage inlets at approximately Station 65+100 needs to be
moved to the west to avoid any conflicts with existing and proposed driveways.
We have no plats indicating any proposed driveways. To move inlets and low
points would be considered a design change.
Show the proposed driveway and any other improvements associated with bridge
design along the James A. Harrington property on the south side of the road.
We have no plats or information indicating any proposed driveways. Additional
driveway design would be considered ad_,6.'.tional design work. Improvements from
bridge design shall be obtained through the County of Dallas Public Works and
reflected on plan.
The City would like to discuss the possibility of providing a free right lane on
MacArthur to turn east on Sandy Lake Road. Also, there are a few traffic control
channelization items that need to be discussed (see Sheet 17).
A meeting needs to be held tofinalize a discussion on changes to the geometrics
of the intersection. These changes would be considered adddtional design work.
Show the 8' wide brick paver bands at all street and driveway locations. Also,
show the fully brick paver intersection at MacArthur and Sandy Lake Road as per
the City of Coppell Streetscape Plan and Standard Details.
The requirement for Streetscape Plan at all street and driveway locations is not
required in the contract and wouM be considered additional work~
The City has a concern regarding the drainage along the north side of Sandy Lake
Road. Refer to comments made in cross-section sheets.
Drainage will be evaluated and appropriate drainage structures included on the
plans.
The proposed grades of some of the proposed driveways exceed the City of
Coppell's and possibly Dallas County's maximum grade. Also, there is a concern
regarding the site visibility at some of the driveway locations due to grade
difference &the proposed roadway and existing properties along the roadway.
The grade will be adjusted to meet standards.

Sheet 6: The proposed paving cut of 4.5' leaves only 2.5' of cover over the
existing 30" water main, which is excessively shallow. Please raise the grade
between Std. 17+00 and 19+00 by a minimum of one foot.
AHswer;
Pavement has been designed to match the new roadway design west of this
project. The water main will need to be moved. Sverdrup is not responsible
for utility relocations.

Sheet 12: The 30" water main horizontal gate valve access manhole and
bypass valve (at Std. 46+20, 20' left) will require a routine adjustment and an
appurtencance adjustment to the final paving grade.

Sheet 33: The proposed 72"RCP storm drain at pav. sra. 46+00, 15' right
clears the existing 60" steel water main by only 0.38 feet. On your plans,
please annotate the elevation of the top of the water main as 437.6+; also add
a caution note to this sheet toward the contractor of the close vertical
proximity of this water transmission main.
A note and elevation will be added to the plan.
All paving sheets: Please show all proposed street light locations in the median
so we can determine their impact on the existing 30" water main. It is our
understanding that the street lights in the adjacent Sandy Lake Road project
(from Denton Tap to MacArthur) utilize 24" diameter drill shafts ten feet
deep, which conflicts with the existing 30" water main.
The street lighting design is forth coming in the future and will be submitted
as a separate package prior to the 95°4 plan submittal.
