In response to your request for me to read and comment on the attached
letter, I provide my comments below. In our normal duties, my Staff in
general kept me aware of all correspondence and requests, and brought to
my attention the Tickler sent to Shohre, and I provided the direction as
per my attached April 30, 1989 handwritten memo.
It is my understanding that the "building plans" for the City of Coppell
are maintained by the Building Official's office, similar to the "as
builts" for infrastructure improvements maintained by the Public Works
Department. (Public Works will still keep that funtion even after the
inspector is transferred to the Planning and Engineering Department).
The only other comment in order regarding 'this matter, is that Shohre
appeared to provide a service to Ms. Fischer by not referring her to
Building Inspections, but by checking first, etc... However, we are
working on referring calls right away to the appropriate office as
necessary.
The other items in the letter are not under the authority of this
office. I hope this satisfies your read and comment request. Thanks.
May I say in passing that during yesterdays Staff meeting on project
sheets, it was questioned as to whether the assignment that the Technician
is working on regarding an inventory of all subdivision plats and tracking
chart, was in the best interest of the City.
The attached matter may be a case in point that if those before us made
such an effort, we could better and more easily locate records as
requested or needed.
As we develop this subdivision plat inventory and tracking system, data
and information will more easily be available, alleviating what heretofore
was a major research effort. Some examples are: (1) MF-2 zoning
verification on Coppell Road; {2) The HI zoning verification case; (3)
The Freeport Parkway final plat case; and others.

Dear Mr. Ratliff:
I am writing to request a copy of the Building Plans for the
MeadowRidge Townhome development located on Samuel Boulevard
in Coppell.
I have contacted several different departments and individuals
within the City of Coppell organizations during the past two
years to request a copy of these plans and have been told that
they do not exist.
Upon visiting with Ms. Shohre Daneshmand, Coppell Civil
Engineer on August 18, 1987 to request this information, she
advised me that she would be happy to give me a copy of the
Plat (Utilities) Plans for my complex. She then advised me
that the Coppell Building/Planning Department would have
copies of the Building Plans for a complex as large as
MeadowRidge in their files. Ms. Daneshmand then contacted the
head of the Planning/Zoning Department and was advised that
these particular plans were no longer available. It is my
understanding from various professional sources that this
information is kept on file, is public information, and is
readily available in other Dallas County suburbs.
Mr. Ratliff, I am writing to you for this information because
I feel that I have been given the run-a-round. Additionally,
in my opinion I now sincerely feel that there might be some
credence to the rumors/hearsay as to some type of coverup in
prior Coppell administrations, ie; Mr. Frank Procter's and his
prior predecessor's quick departures, the MUD/double taxation
no representation issue, requests of MUD officials to purchase
police cars with MUD monies, some MeadowRidge
townhomes'/condos' not meeting fire codes. It is also my
understanding after two visits by a Coppell official that the
Townhome I purchased over three years ago does not meet fire
codes.

It would put my mind to rest if your office would look into
the practice of "green-tagging" properties that do not meet
universal codes supposedly adopted by the City of Coppell from
the City of Dallas and other fine Cities that are part of the
Dallas/Ft. Worth Metroplexes'.
