Matticks Chief, Risk Studies Division Federal Insurance Administration Federal Emergency Management Agency 500 C Street, SW Washington, D.C. 20472 Re: Flood Insurance Study Preliminary Revision Letter IA-RA-RS (100) Dear Mr. Matticks: This is in reference to your letter of September 22, 1988 regarding the subject Flood Insurance Study preliminary revision. We are in the process of reviewing the subject preliminary study, and will inform you of our results shortly. In the meantime, we would like to clear up a problem discussed in the letter. In a letter dated November 30, 1987, from Mr. Wayne Ginn, P.E., former City Engineer and Floodplain Administrator for our City, we asked FEMA to revise the FIS to incorporate the effects of the new Moore Road bridge across Grapevine Creek. Your September 22, 1988 letter caused us great concern by suggesting that we were in violation of the National Flood Insurance Program regulations. To correct this problem we asked Mr. Ginn to investigate the matter. Our understanding is that contact was made with Mr. Dave Loshbaugh of Dewberry and Davis, Inc. (your technical consultant for these matters), and Mr. Loshbaugh in turn contacted Mr. Matt Miller of your staff. The result was a resolution to the matter if the City would provide the following statements and information: The entire floodplain at the location of the apparent violation (cross section 18600 in the "As-Built" HEC-2 model submitted to FEMA) is owned by the City of Coppell, and the City approves the approximate one half foot increase in the floodway elevation. 2m A modification to the floodway at this location showing the floodway at the same width as the floodplain is acceptable to the City. We will address this specifically in our review of the FEMA Preliminary FIS revision to be completed shortly. 'Mr. Matticks October 3, 1988 Page 2 A set of construction plans for the Moore Road Bridge certified "as-built" by a registered professional engineer has been attached for your review. A set of construction plans for the Northlake Woodlands East development, located approximately 2,000 feet downstream of the Moore Road Bridge certified "as-built" by a registered professional engineer has also been attached for your review. We hope this addresses your concerns.
