As indicated in the backup material, a citizen requested we consider
increasing the speed limit to 35 M.P.H. along Moore Road south from
Sandy Lake Road to Beltline. A speed study was conducted by our
engineering staff and based on the 85 - Percentile Speed and Pace Speed,
as stated in the 1980 Texas Manual on Uniform Traffic Control Devices,
Section 2B-10, it is our recommendation the speed limit be established
at 35 M.P.H.

A citizen has requested that the City consider increasing the speed
limit on Moore Road between Sandy Lake and Beltline. Please undertake
this study and provide me with your recommendation as to an appropriate
speed limit for this road.
For your information, I have discussed this matter with Wayne Ginn and
Steve Goram aa part of an initial inquiry to determine the baaia for the
present 30 mph speed limit. You should coordinate your study with these
two individuals as necessary.

Speed Zone Study on Moore Road/Sandy Lake to Beltline
I have reviewed and researched the above referenced subject as per your request.
Attached please find a copy of the layout on Moore Road, and "Speed on Specific
Streets", section 8-1-3 under Traffic Regulations, Chapter 8 of the Code of
Ordinances, which states the speed limit on Moore Road as being 30 MPH.
Per conversation with Kevin Peiffer, of Ginn, Inc., it is my understanding that
there was never a traffic survey done for determination of the speed limit on
Moore Road; therefore, the speed limit was automatically set, as per law, at
30 MPH. Furthermore, as I discussed this case with Steve Goram, Director of
Public Works, he indicated to me that said speed limit has been used as a regulatory
sign on Moore Road for a long period of time, since early 1970.
At this time it is my recommendation that a "Speed Limit Survey" be
for a better determination of the speed zone required. This survey is to
the 85 - Percentile Speed and Pace Speed, as stated in the 1980 Texas
on Uniform Traffic Control Devices, Section ZB-10. Said Manual states
other factors, such as road surface and shoulder conditions, grade, sight
etc., should also be considered.
By copy of this memo, I am soliciting the assistance of Kevin Peiffer in
matter. Please advise.

Moore Road Speed Limit Study

Please find enclosed a copy of the speed limit study for Moore
Road, segment from Sandy Lake to Belt Line Road.
In brief, it is recommended that this roadway have a posted speed
limit of 35 mph. Pertinent facts used for the basis of this
recommendation are outlined in the attached study.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS:
SECTION 1. AMENDI~IG SECTION ~-1-3 OF CITY CODE
From and after the effective date of this ordinance Section 8-1-3 of the Code
of Ordinances of the City of Coppell, which establishes speed limits on certain specific
streets within the city, shall be amended by changing the maximum prima facie speed
limit of the following street as follows:

MOORE ROAD From Belt Line Road north
to Sandy Lake Road 35
MOORE ROAD From Sandy Lake Road north
to its terminus 30
A person commits an offense if he operates or drives a vehicle on an above
designated street at a speed greater than the speed designated by this section for that
street or portion thereof and any speed in excess of such designated speed shall be
prima faeie evidence that such speed is not reasonable nor prudent and is unlawful.

SECTION 2. REPEALII~G CLAUME
All ordinances, or parts of ordinances, inconsistent or in conflict with the
provisions of this ordinance are hereby repealed.
SECTION 3. SEVERABU.ITY CLAUSE
If any article, paragraph or subdivision, clause or provision of this ordinance
shall be adjudged invalid or held unconstitutional, the same shall not affect the validity
of this ordinance as a whole or any part or provision thereof, other than the part so
decided to be invalid or unconstitutional.
SECTION 4. PENALTY CLAUSE
Any person, firm or corporation violating any of the provisions of this ordinanee
shall be deemed guilty of a misdemeanor and, upon eonviction, shall be punished by a
penalty of fine not to exceed the sum of Five Hundred Dollars ($500.00) for each
offense, and eaeh and every day sueh offense is eontinued shall eonstitute a new and
separate offense.
SECTION 5. EFFECTIVE DATE
This ordinance shall take effect immediately from and after the publication of
its caption, as the law in such cases provides.
