Pre 'hminary Alignment Approval and Final. Plan Completion.
Dear Mr. Howard:
Per our conversation today, the Pre'hminary Alignment of the referenced project ~has been
approved by .the City of Coppell (see attachment). Sverdrup Civil, Inc., is hereby released to
finalize design and construction plans. Please proc~d with plan completion in a timely manner
to aVoid further impact to the overall schedule for the project.
Sverdrup's Professional Services Contract indicates the total time to complete the work is 30
calendar weeks, eXclusiVe of City/County review time. This time duration cons/.~ of:
1. Phase l/Pre 'hminary Investigation and Design'- 16 calendar weeks.
Pre 'hminary Design Plans (including plan/profiles for paving and drainage,
drainage area map, etc.) -.16 calendar weeks
Right-of-Way Plans (including parcel deed descriptions and individual
plats) - 12 calendar weeks.
2. Phase II/Preparation of Detailed Drawings and Specifications - 14 calendar' weeks.
A 'cursory review of the Contract and the current status of the plafis has determined the
following:
1. ~' Submittal Date for Phase I - February 13, 1996 (six calendar weeks from today).
City/County review time shall be' approximately two calendar weeks (Approval of
Phase I - February 27, 1996).
3. Submittal Date for Phase ll - June 4, 1996 (22 calendar weeks from today)..

City/County review time shall be approximately four calendar weeks (Approval
of Phase II - July 2, 1996).
Please review these milestone dates for concurrenCe and note various utilities will need relocation
and Right-of-Way parcels acquired prior'to construction, which is scheduled to commence (next)
winter, 1996. A submittal of a Revised Design Progress Form and Bar Graph Schedule is
required verifying the aforementioned contract milestones along with an Anticipated Quarterly
Drawdown for budgeting purposes. If it is possible to compress the Contract phase(s) time
durations without sacrificing the quality of the work, please do so in order to expedite the project.
Also per our conversation, please research the Riverview Estates Preliminary Plat (a.k.a. the
Johnny Thompson Tract), of which copies were distributed to Sverdrup and Dallas County at our
November 16, 1995 meeting with the City of CoppeH, for drainage requirements. A cursory
review of the Preliminary Plat and a February 29, 1992 Topographic/Base Map for this area has
determined approximately 6 acres +/- zoned #R" (retail) will roughly contribute ~ c.f.s. +/- to
the Sandy Lake Road storm sewer system. Please verify this by hydrologic/hydraulic calculations
and profile as soon as possible in order to incorporate into the Sandy Lake Bridge Project, under
final design by Gojer and Associates, with the appropriate sized downstream, drainage system.

At the December 12, 1995 council meeting, City CoUncil approved the conceptual 'plans for
Sandy Lake Road from MacArthur Bird to the east city limits as presented. Therefore, this
letter is your official notification that the City of Coppell is in agreement with the conceptual
plans as presented.
