This proposed contract is for the design of a 12" water line identified in the Master Plan required to
connect 2 dead-end lines on the west side of Coppell. This is part of the ongoing process to improve
the City's water distribution and pressure on the west side of Coppell. The City currently has a two
million gallon elevated storage tank under construction and an associated 24" water line that will
extend from Denton Tap Road west to the new elevated storage tank ready to go to bid in September,
1998. However, the current proposed development along Coppell Road near S.H. 121 has accelerated
the need to connect the dead-end lines generally located at Corporate Drive and S.H. 121 and
generally located at S.H. 121 and Sandy Lake Road. The need for this line was identified in the 1994
Water Distribution System Master Plan, however, that line had not been pursued until this tune
because of the lack of development in the general area. Gary Henriticks, with Shimek lacobs and
Finklea Engineers, has provided some modeling of our water system in this area which concludes that
this line is necessary to provide fire protection for development.
The City of Coppell Engineering Department anticipates accelerating this project so that it is under
construction in early 1999 and operational by summer of 1999. This should coordinate very well with
some of the proposed development in the area. Staff recommends approval of the award of the design
contract for a 12" water line along S.H. 121 generally from Corporate Drive to Sandy Lake Road in
the mount of $35,650 to the firm of Shimek, Jacobs and Finklea Engineers and will be available to
answer any questions at the Council meeting.

Re: Water Distribution System Analysis
Business Development in Northwest Coppell
Dear Mr. Griffin:
As you requested, we have analyzed the City of CoppeWs water distribution system to determine what
improvements, if any, are required to serve a proposed office complex in the northwest portion of the City
near S.H. 121. We understand the proposed development will potentially house as many as 3,000 employees.
The Cybemet model Prop_97.dwg was used for the analysis. This model is an existing model that includes
the Wagon Wheel Ranch elevated storage tank, Sandy Lake Road water line and increased demands to
include the Asbury Manor Addition, the anticipated 320 unit apartment complex and a high rise hotel. For
our analysis, the maximum day demand was set at 20 mgd and the maximum hour demand at 30 mgd. An
employee demand of 100 gallons per capita per day (gped) maximum day, and 158 gped maximum hour was
used to model the proposed office complex. This results in an additional maximum hour demand of 329 gpm.
Results of the hydraulic computer analysis indicate that the maximum hour demand generated by this
proposed development can be met with the existing. However, ira 3,000 gpm fire flow is to be considered in
this analysis, only 1,000 gpm at 20 psi can be provided to the site while maintaining a 35 psi minimum in the
remainder of the system. In order to provide the 3,000 gpm fire flow, a 12" water line is required along State
Highway 121, from junction node 101 to janetion node 151 as shown on the current water distribution system
master plan map. This recommended water line is labeled as Line 1G in the City's 5-year Capital
Improvement Program map.
For fire protection purposed, we recommend this Line 1G be conslructed and in service prior to development
in this region of the City of Coppell. We are available to discuss this evaluation and our recommendation
further at your convenience. .

Engineering Services Agreement
Dear Mr. Griffin:
We are pleased to submit this proposal for furnishing engineering services required for the preparation of
plans, specifications, bidding documents and construction administration of the State Highway 121 Water
Line Project. The project consist of approximately 4,500 linear feet of 12-inch waterline along the easterly
right-of-way of State Highway 121, from Sandy Lake Road to Corporate Drive. The enclosed project location
map more specifically defines the project limits. We recommend the City budget an amount in the range of
$320,000 for this project and are enclosing our itemized opinion of construction cost for your review.
At this stage, we do not anticipate a need for utility easements to construct this project; however, we are
including a nominal amount for boundary surveys, deed research, and preparation of plats and field note
descriptions in our special services phase of the agreement in the event these service are required.
Our engineering services for this project shall include the following:

Preparing construction plans, specifications and bidd'mg documents for construction of the State
Highway 121 Water Line project. The design phase of this project shall include:

qualified testing lab and outside the scope of our contact.
