Refund of Assessment Fees on Northlake Woodlands East Phase

I recently had a meeting with Steve Parsons at which time he asked the
City to refund him $29,606.66 (see attached breakdown) of the
assessments which were paid on December 16, 1985 on Northlake Woodlands
East Phase 10. His request is based upon Northlake Woodlands East Phase
10 development which was to be done in two phases, phase A has been
completed, but, Mr. Parsons has no intention of completing phase B. My
questions are as follows:
1) What is the City's policy on this type of refund?'
2) What City Ordinance addresses this type of refund?
I would greatly appreciate your response by Monday, June 13, 1988.
