Approval to authorize Dallas County to proceed with revising the design for
Sandy Lake Road from MacArthur Blvd. to the east City Limits to
accormnodate an on-street Bike Path.

In June of 1994, the City contacted Dallas County in regards to the cost to add an additional
three foot of paving onto Sandy Lake Road, from 300 foot west of MacArthur to the east City
Limits with the project currently under design by Dallas County. On July 26, 1994, the City
received a cost estimate from Dallas County showing a cost of approximately $148,548.00 to
revise the plans and to construct the additional three foot of paving. As can be seen from the
attached letter from the Sverdrup Corporation, the actual breakdown is approximately
$121,078.00 for the construction and $24,470.00 for the additional engineering to revise the
plans. The f'mal design of this project is currently on hold until such time as the City responds
as to whether or not to include the additional three foot of paving and revise the existing plans.
If Council approves this change to the plans, I will notify Dallas County to proceed with the
redesign of the plans. If this change is made, my estimate of the City's cost in this project is
as follows:

In summary, staff is seeking direction on whether to authorize Dallas County to revise the plans

Widening Cost for Bicycle Lane
Dear Mr. Griffin:
I am writing to you in response to item No. 2 in you letter of June 20, 1994, regarding the adding of
bike lanes to this project and the estimated cost of this additional construction.
We have just received a response from our consultants, Sverdrup Corporation regarding the coat to
widen both sides an additional three feet to accommodate bicycles. The cost to widen the embankment,
lengthen culverts, and provided an additional three feet of lime stabilized subgrade and three feet of
concrete pavement has been estimated by them to be approximately $121,078.00.
In addition there is an estimated additional engineering design cost of $24,470.00 to revise the plans
to provide for the bicycle lanes on this project. A copy of our consultants estimate cost increase to add
bicycle lanes to this project is provided for your information and files.
The City of Coppeli will be held fully responsible for this $148,548.00 in additional costs should the
City elect to request the adding of bicycle lanes to this project.
Since, our consultants are on hold we would appreciate your early response as to whether or not we are
to add bicycle lanes to this project. If you have any questions about their cost estimate, please feel free

Dear Bill,
By telephone and by your letter of June 24 m the City of CoppeR, you asked that we
develop an estimate of the cost to provide a wider pavement section on Sandy Lake
Road to allow for a three-foot bike lane. You also requested an estimate of the costs
to revise our plans to accommodate thL~ change. We have reviewed the work involved
and have determined the following.
The changes to the comtruction costs would be the cost of an additional three feet of
concrete pavement and lime-treated subgrade, plus additional embankment and advert
extensions. Our preliminary plans and estimate, submitted March 10, inclu, ded the width
of embankment required for the future three-lane section but would require an
additional six foot of width. The culvert extensions shown in the preli~innry plans also
allow for the future six-lane section and therefore would require a additional six feet of
length. Our estimate of the additional construction costs is summarized below.

The plan changes involved are more complex. The typical sections would be revised to
show the wider section. The plan/profile sheets would require changes in plan to show
the wider pavement, as well as revisions to the top of curb profiles on both sides. Most
drainage areas would be recalculated for the tabulation on the Drainage Area Map.
Finally, all the cross-sections would be revised to show the wider section and revised top
of curb elevation. We estimate that this would require 295 additional hours to complete.
The costs for thin work are summarized as follows.

The City of Coppell funding responsibility includes:
1. The cost of the acquisition of all right-of-way parcels needed for this project.
This includes not only the roadway right-of-way needed, but all drainage
easements and temporary construction easements as well.
2. The cost of all traffic related items such as striping, buttons, pavement advisory
markings, signal foundations and traffic conduit.
3. The cost of any irrigation and street lighting conduit, bil~ lane pavement, new
(not replacement) sidewalk construction.
4. The co~t of water and sanitary ~ewer relocation, adjustment or betterment work
to be included in our construction plans.
5. The cost of any project funding shortfall which occurs.
