This area was a hangout for juveniles to smoke marijuana and consume alcoholic beverages. This area became a dumping ground for car thieves during the summer to strip and dump autos stolen from the Dallas area. On October 11, 1989 at 4;36pm, Officers Steven Deane and David Parker responded to the call of illegal dumping. The officers issued Citation #23239 and 23901 for violation of city ordinance, illegal dumping of tires. Citation #23239 was issued to Bobby Penny who did not appear for Municipal Court. This has resulted in a warrant being issued and remains outstanding. Citation #23901 was issued to Terry Freeman who also failed to appear and was arrested on 12-02-89. Mr. Freeman was fined $217.50 for littering and $117.50 for failure to appear. The judge allowed him $150 credit for being in jail 72 minutes resulting in a total fine of $185 which he paid. Code Enforcement Officer Linda Varonich advised that Charlie Troth had bragged to her about spreading some nails on his property around November 8 or 9, 1989. In late November 1989 and in early December 1989, this City encountered numerous problems with the nails dumped in the area of Mallard Street and the unpaved area of Northlake, Woodlands #10. The Police Department had ten (10) tires ruined, Public Works had six (6) tires ruined and the Fire Department had two (2). This amounts to a loss of approximately $1,000. On December 18, 1989, the Patrol Division was advised to stay out of the area of Northlake, Woodlands#10 because of the nails that had been placed there. N.M.K. The request is made by Richard Troth on behalf of Troth Enterprises. Dale Jackson, Chief Building Official, made the presentation to the Council concerning the placement of a mobile home locatad in the Northlake Woodlands East Phase 10 Subdivision. The question was raised on voting requirements of the occupant of the mobile home if a special election should be called by the North West Dallas County Flood District. City Attorney Larry Jackson stated that there is nothing to prohibit a peson from voting after they have been registered for 30 days. Bill Troth was also present and addressed the Council. Mr. Troth stated that the dumping of trash, tires, and vandalism is a big problem in the subdivision and he is not requesting that a pretend,hr be set by placing a mobile home on the lot. He also stated that he will not call an election in the special district without consent and approval of the Council. City Manager Alan D. Ratliff stated that since this is not a through street, the City can barricade the street. Mr. Troth then stated that the alternative of barricading the street would be acceptable to him and he would put in an asphalt temporary turn-around and would work with the fire department. Councilmen Robertson moved to deny the request to grant a temporary permit for a mobil home located in the Northlake Woodlands East Phase 10 Subdivision, but to allow Mr. Troth to barricade streets and work with staff on providing temporary turn arounds. Councilman Smothermon seconded the motion; motion carried 7-0 with Mayor Pro Tom Wilkerson, Councilmen Thomas, Morton, Smothermon, Cowman, Robertson and Nelson voting in favor of the motion. Councilman Morton moved to reconsider the placement of stop signs, speed signs, yield signs or other traffic control devices at the intersection of Plantation and Southern Belle. TU Electric will pay for the electrical work to install civic Club monument sign at the south end of Beltline Road through a grant to civic Clubs. 6. The variance of the Sign ordinance was passed in reference to Mr. J. C. Thweatt's property at 455 S. Denton Tap. Chief Kilcrease brought up the fact that Mr. Thweatt had been issued a citation which he refused to pay and this had gone into a warrant. Larry Jackson suggested that a subpeona be issued as a warning to Mr. Thweatt; he will supply copy. Alan Ratliff suggested that chief Kilcrease contact Mr. Thweatt in an attempt to resolve this matter. 7. The ad for the Coppell High School yearbook was okay'd for the amount of $200.00. Alan Ratliff suggested that this ad contain a message of Public Safety and asked that Chief Kilcrease and Chief McKinney work together on this item, perhaps in conjunction with students at the high school. 8. As concerns the permit for a mobile home in the Northlake Woodlands subdivision, it was decided to install barricades and to build three (3) turn arounds. Steve Goram and Chief McKinney will coordinate where the barricades will be needed. Steve Goram will confer with Richard Troth to determine locations and cost. 9. The installation of stop signs on Plantation at Southern Belle was approved for two (2) stop signs and two (2) warning signs. Steve Goram stated that these signs would be installed by noon this date. Alan Ratliff requested that Steve Goram have the Engineering Department began work immediately to check on signs which do not meet warrant and research having these removed. 10. City Council accepted resignation of Municipal Court Judge as of February 1st. vivyon Bowman will check with other cities concerning this and will remind any interested party that the Judge will need to be available when needed.
